Job overview

Following the establishment of the NHS Wales Joint Commissioning Committee (NWJCC) in April 2024 and a period of organisational change and development, we are seeking exceptional senior leaders to join our team.

The NWJCC is a joint committee of the seven Health Boards in Wales, with independent Chair and Lay Members, supporting collaborative commissioning across Wales. With around 120 staff based in Treforest and Mold, we commission approximately £1.14bn of services, spanning NHS 111, ambulance services, specialised services for rare diseases and conditions, and mental health.

Our vision is to be the Centre of Excellence for Collaborative Commissioning, improving health and care outcomes for the population of Wales.

This senior leadership role offers an exciting opportunity to shape national service strategy, commissioning, planning and delivery at scale. The postholder will provide expert leadership across complex portfolios, working closely with Health Boards, the wider NHS (in Wales and England), Welsh Government and other partners to ensure services deliver measurable patient outcomes and are safe, effective, high quality, affordable and equitable.

Main duties of the job

Be accountable for the leadership and day-to-day management of the delegated portfolio and its work programmes.

Lead the development of commissioning strategies and plans for the services included within the remit of the role, working with the Deputy Director of Commissioning and other Assistant Directors to ensure alignment of plans and portfolio inclusions in the Integrated Medium Term Plan reflects the Directorate and wider JCC commissioning priorities and plans.

Provide highly complex, expert and specialist advice to the Director and Deputy Director of Commissioning on service strategy and planning, performance, commissioning, delivery and clinical models of commissioned services within the delegated portfolio.

To work with stakeholders/providers, commissioning Health Boards/Trusts, Welsh Government and NHS Wales’s officials as appropriate to contribute to the development of policies, strategies and plans that have quality improvement, patient and population and Prudent Care principles at their heart.

Ensure that commissioning plans are in place for all services included within the delegated portfolio and ensure service specifications and standards are in place, developing these where necessary.

Support the delivery of the commissioning of services within the delegated portfolio and manage within the allocated budget for the services, likely to be in excess of £200m dependent on the portfolio.
