The Senior Project Manager will convene and manage project teams and provide project management support to the operational and business leads within Gloucestershire Health and Care NHS Foundation Trust to enable the delivery of the Trust’s Transforming Care Digitally Programme.

To deliver Digital system and service optimisations to support service improvements in line with local strategies and government initiatives which will require a high level of planning, negotiating, analytical and communication skills.

The post holder will support performance improvements across the organisation as required.

As Senior Project Manager for the Programme supporting Project Managers and support officers as part of escalation or Programme direction setting is key.

Main duties of the job

Management of the delivery of Transforming Care Digitally projects working with clinical, operational, clinical system and digital teams to improve care pathways across Gloucestershire Health and Care NHS Foundation Trust. Supporting the Programme Manager through acting as a conduit to the wider Project Teams ensuring continuity and quality across the Programme. The Senior Project Manager must ensure compliance with NHS technical standards and will have accountability for staff, including line management and professional supervision of digital change delivery staff, as well as occasional matrix management of digital portfolio project staff. Additionally, the Senior Project Manager will be responsible for the identification, tracking, and realisation of financial benefits.

Detailed job description and main responsibilities

  • To formulate, develop and adjust project plans and strategies to be delivered via Final Business Cases (FBC) and Project Initiation Documents (PID).
  • To plan and organise a broad range of complex activities using best practice project management tools and techniques.
  • To provide and receive highly complex, sensitive or contentious information; agreement or co-operation required; present highly complex, sensitive or contentious information to groups.
  • To encourage collaborative working to improve services/performance where there may be resistance to change.
  • To present at and facilitate workshops to large groups of staff and diverse audiences.
  • To plan and implement new ways of working, facilitate collaborative working, capacity planning.
  • To support the Programme through a senior role within the Project delivery teams ensuring continuity and quality as well as an initial point of escalation.
  • To provide  continuity and quality as well as an initial point of escalation.
  • To work with local and national groups as required e.g., Gloucestershire Integrated Care System (ICS), third sector partners and NHS national teams, sharing complicated plans that need explanation.
  • To work collaboratively with operational service staff to ensure their involvement in the development of services.
  • To communicate effectively with stakeholders enhancing the Trust’s business where possible.
  • To inform services, key stakeholders, and others on service direction even if this is unwelcome news.
  • To monitor all aspects of project and business development and ensure that appropriate risk assessments are undertaken and acted upon.
  • To ensure that workforce development issues are considered and managed within the business and project development, e.g., training, workforce planning and appropriate recruitment.
  • To ensure that Business As Usual (BAU) Transition, Information Governance and Cyber documentation and agreements are in place prior to go live.
  • To effectively and efficiently manage budgets in accordance with standing financial instructions.
  • To analyse facts or situations and develop options and mitigations for consideration.
  • To be responsible for ensuring the identification, delivery and monitoring including transition to BAU of project Benefits.
  • To participate in identified meetings as required.
  • To deliver standard Project Management products such as, but not limited to, highlight reports and exception reports.
  • Matrix-manage multidisciplinary workstream delivery teams from Operational and Digital Services delivery teams.
  • To facilitate a Project Managers Peer to Peer community with the Programme.
