Job overview

This is a fixed term contract for up to 12 months.

The post holder will be responsible for the development and delivery of the Countywide neuro-diversity profiling tool, particularly focusing on developing relationships with key strategic partners to ensure the success of this key transformation programme for Gloucestershire Health and Care NHS Foundation Trust and ensuring actions are swiftly approved and delivered successfully across a range of strategic partners.

Main duties of the job

  • The planning and development of the neuro-diversity strategic project in line with the System’s strategic priorities taking concepts through from case for change to completion.
  • Leading on delivery of project governance responsibilities (including Information Governance/IG) and to work with the Senior Leadership Team in ensuring the clinical governance and quality assurance arrangements are in place.
  • If required develop Business Case for the future work required.
  • Manage the full project process from initial discussion to final completion and sign-off.
  • Support the formulation of a programme of delivery for the neurodiversity transformation plans as they develop and ensure the programme is suitably managed, monitored and reported.
  • Maintain strong links with the clinical and non-clinical transformation programmes and wider estates functions to ensure the transformation is aligned with the delivery of service transformation and improvement and supports the wider organisational and strategic goals. Provide regular reports to the GHC Transformation Board, Mental Health and Neurodiversity Programme Board, Autism Partnership Board, as required.

Detailed job description and main responsibilities

Ensure projects are managed and monitored using recognised project management methodologies for reporting on performance, risks issues, timing, quality and benefits realisation and ensure the project is reported through the appropriate governance framework.

Organise and attend meetings and public consultations as required and ensure formal recordings of such.  Ensure that documentary evidence is maintained of all work undertaken within the area of responsibility, to provide robust audit trails.

Drafting of papers for submission to GHC Transformation Board, Mental Health and Neurodiversity Programme Board, Autism Partnership Board.

Support Clinical Service Planning in the delivery of sustainable change and improvement and obtain clinical advice where needed in specialist areas

Ensure that individual project budgets are controlled, monitored and reviewed.

Develop project pilot studies with users and design teams.

Be accountable for the delivery of the project to agreed quality, cost and programme objectives.

Highlight or report any cost pressures or other difficulties and agree and implement any remedial actions (if necessary) to restore financial performance against plan.

Ensure all projects are delivered in compliance with legislation, relevant regulations and best practice methodologies

Excellent problem-solving skills to ensure effective and prompt resolution of issues arising during the project lifecycle.

Plan and organise work activities and formulate programmes of works development schemes within the built environment including production and updating of project programmes using appropriate software.

Co-ordinate and support the various project Steering and Development groups.

Co-ordinate key meetings with key partners.

Budget holder for assigned project budget.

Co-ordinating the regularly (monthly) updating and issuing of reports.

Ensure all key stakeholders are included in the development of the project proposals including staff, service users, patients, Experts by Experience and wider stakeholders as appropriate.

Develop any specific policy / procedures required to ensure successful delivery of projects across the Trust.

Support in the preparation of documentation to support proposals for the future required neuro-diversity project that may incorporate capital developments.

Co-ordinate the assimilation of data for the regular issue of project update reports.

Obtain up to date and accurate data to support Business Cases when requested.

Manage any associated risks related to the project and maintain a project related risk register.

Preparing reports and providing evidence of governance regarding all activities undertaken.

Develop project pilot studies with users and design teams.

Be an advocate for excellent project delivery.

Support and encourage innovation in the way services are delivered
