North Bristol NHS Trust is seeking a highly motivated and technically skilled Senior Estates Officer with an Electrical HV/LV bias to play a key role in maintaining the safety, resilience and performance of the Trust’s electrical infrastructure. Operating across one of the largest and most complex acute hospital estates in the region, you will serve as an Authorised Person (AP) for electrical systems, ensuring full compliance with statutory legislation, HTMs, and Trust policies.

Main duties of the job

  • Educated to Masters equivalent level in building services/healthcare engineering/mechanical engineering or  equivalent relevant experience •    Registered with the Engineering Council at Engineering Technician (EngTech) or Incorporated Engineer (IEng) •    Experience gained as a senior manager of a commercial service provider, either in estates maintenance, building services or commissioner.   •    Completion of an accredited Health & Safety Risk Management training course (IOSH Managing Safety or similar) •    Experience of creating, reviewing and developing risk assessments, method statements, safe systems of work and permit to work. •    Effective people management skills to lead, develop and motivate teams and individuals  •    To manage and support staff with sensitive and personal circumstances in a professional, fair and consistent manner and in line with Trust policy and procedures. •    Sound project management skills to plan and organise resource effectively, efficiently and economically including coordination of resource and availability of equipment and areas released for maintenance activity. •    Sound computer literacy skills to operate, make amendments and extract data from labour, helpdesk and maintenance management systems.  •    To be competent in the operation of BMS, Microsoft office and the interpretation of AutoCAD drawings.

Detailed job description and main responsibilities

Act as Authorised Person (AP) for HV/LV electrical systems, providing professional oversight, switching operations, permits-to-work, isolation approval, and ensuring safe systems of work in accordance with HTM 06-01 and relevant electrical safety standards.

Maintain robust control over the HV/LV infrastructure including substations, transformers, switchgear, standby generators, UPS systems, and essential/ non-essential distribution networks.

Lead and document fault investigations, root-cause analysis, and improvement actions across electrical services.

Operational & Maintenance Management

Plan and supervise both planned preventative maintenance (PPM) and reactive works for electrical systems, ensuring high compliance levels and minimal disruption to clinical services.

Oversee specialist contractors, ensuring work quality, safe practices, and compliance with NHS and Trust standards.

Provide technical advice to internal stakeholders, capital teams, external auditors and Trust leadership. Safety, Compliance & Governance

Ensure statutory and regulatory compliance across electrical systems, maintaining records aligned to HTMs, BS7671, Electricity at Work Regulations, and organisational policies.

Support the Trust's Authorising Engineer (AE) in audits, training, competency assessment and improvements to electrical safety procedures.

Contribute to resilience planning, business continuity, and critical infrastructure risk assessments.

Leadership & Team Working

Provide day-to-day leadership and technical support to Estates Officers, Maintenance Technicians, and apprentices within the electrical discipline.

Collaborate closely with colleagues across Hard FM, Capital Projects, and Clinical Divisions to support high-quality service delivery across the estate.

Promote a culture of safety, professionalism and continuous improvement.
