Job Summary

The post holder will have a responsibility for the management of specific elements of Estate operations building and engineering maintenance teams throughout a sector of the Trust’s Estate.

As a Maintenance Team Manager, the post holder will manage a cost effective and efficient service that supports the corporate aims of the Trust to meet its aims of quality of service commensurate with a modern Health Service.

Working as a member of an Estates Operations Team, the post holder will manage and co-ordinate estate operational and maintenance services throughout the Trust’s estate. This will include the management of a team of directly employed labour team. This post holder will be required to manage building elements and components, mechanical and electrical engineering services, maintenance contracts and building/engineering projects and the efficient use of energy.

The post holder will be expected to be professionally accountable within their own operational area.

Key Duties / Responsibilities

The post holder will be responsible for and will be required

To manage directly employed trade staff and external sub-contractors on maintenance and servicing duties including mechanical, electrical and building work and promoting innovative solutions for continually recurring problems.

To allocate the best resources available including external sub-contractors and directly employed staff on various emergency and infrastructure works, in all facilities across the Trust and check for completeness and quality of work.

To assist directly employed labour, external sub-contractors and Estates Officers to investigate and identify problems with complicated plant and equipment and recommend the most suitable repair solution.

To issue and control daily work allocation to directly employed labour and external sub-contractors through the departments CAFM Systems. Keep electronic records of work allocated including date, location, details and outcomes.

Responsible for maintaining, operating and reviewing planned maintenance programmes for building and engineering services. This includes reviewing working procedures and practices.

Responsible for the line management of the directly employed labour team for whom they have responsibility. This includes all Human Resource responsibilities e.g. performance, grievance, allocation of workload, management of sickness, occupational health referrals and absenteeism, recruitment, etc. and pre-approval of overtime/on-call payments.

To ensure maintenance compliance scheme works are actioned and completed through use of the Trusts Compliance Management Software.

Participate, manage and use the Trusts Time Management Software to record work activities for their staff and self.

To show leadership to those trade staff and contractors for whom they have responsibility.

To efficiently and effectively organise resources both manually and electronically including labour, transportation and materials to provide a high quality service. This includes the management and release of access cards/keys to authorised users for access to estates plant rooms, storerooms and vehicles.

To participate as an Authorised Person as defined within Health Technical Memoranda for a range of mechanical and/or electrical engineering services.

To be responsible for the Health, Safety & Welfare of those they are responsible for including setting a high personal standard and ensuring directly employed staff and contractors comply with Trust policies and statutory standards.

Responsible on a day-to-day basis for specialist sub-contracts to ensure that patient needs are not compromised during planned and non-planned duties. This includes the issue of Permits-to-Work in accordance with best practice guidance.

To carry out risk assessments of maintenance, repair and contract work as and when necessary.

Work with the Infection Prevention & Control Team and develop engineering solutions to overcome problems associated with Legionella, Aspergillus, decontamination and the physical environment in respect of cleanliness and control of infection and carry out environmental cleanliness audits in partnership with Support Services/IPC and ward staff.

Responsible for carrying out condition surveys and reports on the plant and equipment for developing Estate maintenance programmes.

To be responsible for maintaining standards of discipline and time keeping.

To promote co-operation, versatility and flexibility among those directly employed and contractors for whom they are responsible by setting a high personal standard and demonstrating a commitment to work flexibly and give guidance to those working with them in a busy Health Service Environment.

To ensure acceptable standards of productivity and workmanship in the execution of work.

To manage maintenance and minor works projects whether carried out by directly employed staff or external sub-contractors.

To keep plans and records as are appropriate.

To observe statutory and other relevant requirements, in particular those relating to Health & Safety.

To fulfil requirements relating to the training and instruction of trades staff, other employees and contractors.

To refer and report to their line manager as required.

To liaise with and assist other maintenance teams as appropriate to ensure that all works are fully co-ordinated.

To carry out craftwork in exceptional circumstances.

To undertake training where necessary and to learn new techniques and guide and support those they have responsibility for through an ever-changing working environment.

Participate in a range of statutory/mandatory training and development activities to fulfil the needs of the post.

To understand fully the inter-relationship between various maintenance trades, while encouraging and implementing flexible work patterns.

To requisition materials and external service plus certify invoices for payment as appropriate.

Management and ownership of budgets in relation to building, engineering and maintenance contracts. Ensuring accuracy of invoices for approval and authorises for payment.

To take responsibility for a number of service & maintenance contracts effectively manage them in line with contract T&Cs.

Provide, when required, specialist engineering support / advice to external agencies e.g. RQIA & Health Estates, etc.

To assist other Estates Teams, as well as other departments, when required including the Projects and Compliance Teams.

May be required to participate at managerial level in a comprehensive on-call service to cover acute and community healthcare facilities that may require managing under adverse and difficult working conditions. Where necessary to assist colleagues when contacted outside normal hours in the event of emergency situations that may require additional staff and/or areas of expertise.

To carry out duties normally undertaken by other Maintenance Team Managers during periods of annual leave etc. or as directed by a more Senior Estates Operations Managers.

Assist in the investigation of employer and public liability claims, provide technical support on associated legal matters and represent the Trust in court and/or tribunals if required.

To monitor complaints from the user, investigate same and put in place corrective actions and resolve issues.

When required, the jobholder will be expected to work regular, planned or unplanned overtime or shift working – sometimes at short notice, (additional remuneration applies).
