The Project Manager will convene and manage project teams and provide project management support to the MH & LD Inpatient and Urgent Care Service being delivered by Gloucestershire Health and Care NHS Foundation Trust in collaboration with partners and our service users in Gloucestershire working to transform MH and LD Inpatient Services.
The Project Manager will support the development and redesign of services in line with local strategies, including the Culture of Care Programme (Link) as part of the NHSE Quality Transformation Programme (Link) as well as other quality improvement projects and initiatives. The role will require an in-depth knowledge of MHLDA services and the ability to recognise project and programme interdependencies. It will require a high level of planning, negotiating, analytical and communication skills.
Main duties of the job
Project Management of the delivery of elements of the Culture of Care Programme as part of the NHSE Quality Transformation Programme as well as other quality improvements projects and initiatives.
- To scope the programme and identify project interdependencies with existing and new work from ICS Transformation Portfolios, internal business planning and national guidance.
- To formulate, develop, and adjust project plans and strategies.
- To plan and organise a broad range of complex activities using best practice project management tools and techniques.
- To provide and receive highly complex, sensitive, or contentious information; agreement or co-operation required; present overly complex, sensitive, or contentious information to groups.
- To encourage collaborative working to improve services/performance where there may be resistance to change.
- To present workshops to large groups of staff.
- To plan and implement new ways of working, facilitate collaborative working, capacity planning.
- To work with local and national groups as required e.g. wider ICS, third sector partners, sharing complicated plans that need explanation
Detailed job description and main responsibilities
- Identify interdependencies with other programmes, notably the Leadership and Culture Programme, and ensure reporting and monitoring of work is appropriate.
- Management of a project register risk and issues tracking mechanism and the resolution and escalation processes.
- Deliver monthly reports (or more frequently if required) that are necessary for project governance and Directorate monitoring, in a format consistent with the project methodology and reflective of the needs, size, pace of development, and political sensitivities of each project.
- Lead and present to large groups related to projects, negotiate with groups and support services involved in delivering the project.
- Link work to other change initiatives, monitor and rectify performance related to delivery and targets
- Ensure thorough and recorded planning, monitor expenditure and budgets and where agreed act as signatory, maintain project records and systems, deliver post project evaluations
- Write and present reports up to and including Board level - all as agreed with Project Sponsor or Director, and in accordance with project methodology.
- Ensure that a business approach to the delivery of projects is managed within the corporate and service units.
- To arbitrate and resolve competing requests regarding prioritising project development.
