Job overview

An exciting opportunity has arisen to take a lead role in the development of the Peninsula Pathology Network across Devon, Cornwall and the Isles of Scilly.  This role will work closely with the Network Team and each of the four acute Trust laboratories and staff in their organisations.  The successful applicant will build on the existing programme of work to deliver a clinically effective and sustainable pathology service.  It will specifically support the Clinical Effectiveness Group and the Pathology Operational Delivery Group with programme management.

This role will be responsible for the governance of network wide projects that will deliver sustainable benefits.   This role will report to David Gibbs, Pathology Network Director.

Main duties of the job

1)    Project management support for the Peninsula Network Director

2)    Operational and strategic management of Peninsula Pathology Network projects.

3)    Day-to-day leadership and management responsibility for the development and delivery of effective project management support for the Network

4)    Day-to-day leadership and project management responsibility for the development and delivery of special peninsula wide projects as designated by the Network Director

Detailed job description and main responsibilities

Organisation and Planning:

Produce a work programme with the Network Director and lead on the delivery of associated projects based on Pathology Network National, Regional and Local priorities (agreed by the entire network membership); reporting project progress towards delivery of the work programme at both Pathology Board and Peninsula Partnership Board/Acute Services Collaborative:

  • Develop and maintain effective network structures / groups that enable the delivery of the Pathology work programme: engaging and facilitating multi-professional teams from a range of health professionals and allied groups, including patient groups and national and local voluntary agencies.
  • Delivers effective pathology workflows through the provider system through clinical collaboration for networked provision of services.
  • Takes a whole system collaborative approach to service provision, ensuring the safe and effective delivery of sustainable services across the patient pathway, adding value for all stakeholders.
  • Leads and develops Improving Value schemes in collaboration with NHS England colleagues
  • Improves cross-organisational multi-professional clinical engagement to improve pathways of care.
  • Enables the development of consistent provider guidance and improved services to national standards, ensuring a consistent patient and family experience.
  • Manages identified network risk and escalates reporting while influencing mitigation.
  • Focusses on equity, quality and productivity through effective facilitation and use of comparative benchmarking and audit, through to implementation of the required service improvements.
  • Has a vital role in leading the delivery of network strategy to implement national policy and best practice across the network area as appropriate.
  • Where appropriate, supports capacity planning, activity monitoring and forecast planning across the sector in collaboration with Network Data Analytical staff and commissioning teams.
  • Lead the planning and execution of a range of network meetings and events, in conjunction with other members of the team as appropriate.
  • Leads a broad range of stakeholders across the network, to support the delivery of the network’s core aims, objectives and priorities. These include providers, commissioners, patient and family representatives, as well as third sector and charitable partners.
  • Lead the network team and be responsible for its performance and holding to account to ensure delivery against plan.
  • Operate in a highly political and sensitive environment.
  • The post holder will have matrix management responsibility for the network admin or coordinators. Partnership and cross boundary working.
  • Foster a culture of collaboration across networks in the sector.
  • Proactively link with the relevant Lead Commissioner, System Transformation Lead, Clinical Network, Academic Health Science Networks and Senate lead / ICB lead.
  • Establish Pathology network link with Clinical Reference Groups as stakeholder
  • Establish or maintain Pathology Network link with relevant voluntary organisations or patient groups as stakeholders.
  • Support the Pathology Network relationship with Health Education England and Public Health England.
