The Head of People Systems will effectively lead the delivery of all aspects of  People Operations covering: Workforce Information, Workforce Systems, and  e-Rostering. This will consist of leading the required transformation for these  services to ensure the successful delivery of the Trust’s people strategy and  NHS People plan priorities as part of the People Directorate senior leadership  team.    The post holder will lead the delivery of programmes, projects and plans to  drive improvements in organisation effectiveness that delivers efficiencies for  the Trust, focusing on workforce planning, establishment controls, data quality  and insights. This will include improvements to systems to improve  optimisation and maturing in adoption and usage to improve data quality and  decision making, which is pivotal to the delivery of the Trust People strategy  and NHS People plan priorities.

Detailed job description and main responsibilities

Leadership  Deputies for Deputy Director of People as required, including at People  Committee and other leadership meetings.  Be the strategic lead for the operational people services, overseeing the  development and implementation of workforce service level agreements and  KPI’s across all operational services.    Ensure that all Operational People Services provide a consistently high quality  service to the Trust, which constantly delivers compliance to all statutory  obligations.    Work with the People Senior Leadership Team to develop a prioritised plan  (based on business value and impact) for the improvement of people  processes, policies, systems and contact channels.    Working together for service users Respect and kindness Everyone counts  Commitment to quality Improving lives  Lead key areas in the development of the Trust’s People Strategy to ensure it  aligns with and makes a significant contribution to the strategic aims of the  Trust.    Directly line manage and supervise the People Operations management  team, including; Workforce Information Manager and e-Rostering Manager.    Provide effective leadership, vision and direction for the operational HR  teams, ensuring that a high-quality service is provided to our customers.  Sit as a key member of the Senior People Directorate Management Team,  working alongside and presenting to members of the Trust Executive when  required  Support Deputy Director of People in financial planning and budgets for all  the People Operations  Facilitate the personal and professional development of the People  Operations teams, ensuring training and development needs are identified  and appropriate objectives are set  Workforce Planning Proactively contribute to the development of operational workforce plans,  ensuring that they are consistent with the aims of the Trust People Strategy  and that there is alignment between the workforce and business objectives.  Act as the Trust Workforce Planning expert and represent DGT at K&M  workforce planning groups.  Support the operational and strategic decision-making process through  ensuring the accurate and timely provision of Workforce intelligence.  Ensure best practice in terms of information and business intelligence  provision, working closely with all major stakeholders and the wider NHS  information community.  Identify innovative ways of undertaking data analysis, report production and  dissemination – to improve workforce insights and decision making.    Workforce Systems     Ensure that the trust is developing efficiencies through the use of technology  (in particular automation and the use of alternative technologies), streamlining  and collaborative working.  Working together for service users Respect and kindness Everyone counts  Commitment to quality Improving lives  Work with the Finance Team to ensure that effective establishment control  processes, including regular reconciliation exercises, are embedded.  Oversee the maintenance of HR systems, policies and procedures ensuring  that they support the trust’s objectives and are applied consistently using  common documentation.  Responsible for liaising with system suppliers and attending and contributing  to contract management meetings and processes.    Projects    Lead, define and deliver improvement initiatives and change projects to  enhance service performance and employee experience, which deliver  measurable improvement through feedback.    Lead on designated trust-wide People projects as and when required;  ensuring that benefits are realised, changes are embedded and sustainable  and that continuous improvement is ongoing.    Workforce governance    Support the Deputy Director of People and OE in maintaining the directorate’s  risk register, KPI tracker and compliance dashboards – highlighting areas of  concerns.  Support the administration of the directorate’s network drive (including access  management)  Monitor compliance (e.g. right to work) with other leads in the directorate, on a  monthly basis and highlight risks and areas of concern to People Directorate  Leadership Team.  Support the Workforce Manager and E-rostering Manager to develop robust  processes that focus on efficiency, quality and timely delivery of services
