The Head of Estates leads on operational management and strategic development of the Trust’s Estate. The role has overall responsibility for ensuring the efficient and effective delivery of the Trust’s Estates function to appropriate standards and specifications so that it achieves its strategic and operational objectives and delivers the Trust’s commitment to be outstanding in all it does. The role leads on ensuring that all repairs and maintenance works are carried out to the highest professional standards, and provide complaint, safe, quality, timely, cost effective and customer focussed outcomes in line with local policy and legal responsibilities. You will provide specialist and professional expertise. Identifying and advising the Associate Director of Estates and Capital on improving and developing the Estates function so that it remains responsive to internal and external demands, is consistently patient focussed and fully supports future strategic and operational service delivery needs as the Trust responds to new challenges and opportunities.

Leadership

  • Be a positive role model for team members through effective leadership and guidance, ensuring that they consistently deliver the requirements of the Trust’s CARE core values, statutory and regulatory obligations.2.   Engage positively with them and ensure they are supported and encouraged to perform to consistently high standards, deploying appropriate leadership and coaching techniques.3.   Provide specialist Estates, maintenance and construction advice and information to clinical leads, project teams, and operational and corporate Directors.4.  Carry out appraisals and one to ones for direct reports, ensure they are aware of their objectives and how they should be effectively delivered. Ensure other line managers carry out appraisals and one to ones for their team members. Ensure timely action is taken to address the outcomes of all appraisals.5.  Enhance capability within the Estates team by ensuring personal development needs are regularly reviewed. Ensure identified development needs are met, including providing or arranging coaching for team members when required.6.  Ensure team members are aware of and adhere to HR policies and procedures, including sickness, disciplinary and performance management. Ensure that these are applied consistently and fairly. Address any grievances and disciplinary matters within policy guidelines.

Detailed job description and main responsibilities

Service Delivery 1.   Take lead responsibility for the operational management of all Estates functional delivery. Ensure all mechanical, electrical and building works requirements are delivered to high quality and compliance standards. 2.   Consult with and provide specialist advise to senior clinical teams to ensure that operational management of the Estate is undertaken safely and in ways that does not impede or disrupt care and treatment. 3.   Responsible for Authorised Person requirements, Ensuring that the Compliance Officer ensures all Authorised Person roles are covered (electricity; heating/ventilation; lifts; confined spaces; asbestos; working at heights; gas systems and pressure systems), taking lead responsibility in person where appropriate.

Ensure that they are effectively implemented and that all users are aware of their requirements. 6.   Plan, develop and implement service level agreements / service standards with all clinical & non clinical Departments and ensure that all repair requests are responded to within designated timescales, including emergency, urgent and routine repairs. 7.   Line management of the Estates Manager (EMT) & Estates Manager (Contracts) to ensure the individuals and teams works effectively to deliver its KPI targets to a high standard, through efficient scheduling of work, procurement of the right materials at the right time and completion of jobs within identified timescales. 8.   In conjunction with the the Estates Manager (Contracts), ensure contractors are sourced and appointed in accordance with procurement guidelines. Ensure allocation of work and quality of outputs are monitored to ensure value for money and customer satisfaction. 9.   Carry out personal site visits and inspections to monitor quality of work and seek feedback from other service managers. 10.   Lead on delivery of key capital projects and oversee effective delivery of projects by other team members. 11.   Lead on the Estates elements of change programmes to ensure achievable service delivery timescales, giving direction and guidance on Estates issues, when working to tight deadlines and budgets. 12.   Manage complex Estates projects associated with the effective delivery of the Trust’s strategic objectives, as delegated by the Associate Director of Estates and Capital. 13.   Ensure an effective out of hours on call rota is implemented and participate as manager on call when required, to deal with emergencies outside normal working hours.
