Key Responsibilities
Overview:
Evolving healthcare requirements demand a skilled resourced department to lead on quality within healthcare. Quality & Patient Safety are core fundamentals of every department and aspect of care and services provided here in SVUH.
With SVUH possessing JCI, OECI and JAG accreditation & in light of the National Licensing of Healthcare proposal by HIQA and the ever-increasing expansion of healthcare standards, this role is ideally placed to support the Quality & Patient Safety (QPS) Department to build on our existing expertise and knowledge and support the organisation in meeting future challenges. Implement quality and patient safety standards including the effective and efficient implementation of a Quality Management System (QMS) incorporating accreditation, continuous improvement, risk identification and control
The Quality, Accreditation & Patient Safety Manager will:
- Lead and manage the Quality Management function within the QPS Department, to ensure that a culture of quality improvement and accreditation is maintained and promoted across the organization.
- Co-ordinate the collection of information linked to objectives and specific key performance indicators and support processes in place to evaluate performance.
- Assist in the preparation of reports for the Director of Quality/ CEO on request.
- Support the implementation of recommendations from external surveys.
- Lead and manage the Quality Improvement and Accreditation Team
- Support the function of the Q-Pulse & Datix Quality Systems.
- Deputise for the Director of Quality and Patient Safety as and when required.
Key Duties and Responsibilities:
Leadership & Accountability
- Promote and develop the hospital as a national and international leader in the field of quality improvement, accreditation and compliance
- Support and advise on the development of strategic and operational quality objectives for the organisation
- Encourage Leadership at all levels of services in embedding patient safety throughout the hospital and its operations using JCI quality improvement and accreditation framework
- Participate in and support the following hospital groups:
- Quality and Patient Safety Executive
- Standards and Accreditation Committee
- Heads of Department Meetings
- Positive Patient Identification Committee
- Clinical Directorate Meetings
- Other relevant hospital / healthcare group committees as appropriate
- Other relevant Integrated Healthcare Authorities / Regional Executive Groups
Quality Management
- Coordinate the collection of information linked to objectives and key performance indicators and ensure processes are in place to evaluate performance.
- Provide ongoing support in relation to the effectiveness of the organization’s quality improvement programs and working in partnership with management teams across the organization in developing future work programs, where appropriate
- Develop guidelines and information on various components of quality management and patient safety for dissemination throughout St Vincent’s University Hospital
- Facilitate training for staff and other relevant groups on relevant quality issues.
Accreditation & Compliance
- Support the JCI accreditation survey process for SVUH, support the delivery of Strategic Improvement Plans (SIPs) and ‘Not Mets’ for SVUH arising from previous JCI surveys and monitoring their implementation.
- Manage an organisation-wide approach to the JCI Quality improvement and accreditation framework.
- Monitor, track and report on progress in relation to the JCI quality improvement and accreditation Programme of activities
- Support and advise the Senior Management Team and the Executive on matters relating to Joint Commission International (JCI), Health Information & Quality Authority (HIQA) or other accreditations and inspections.
- Work with members of the Executive Management Team (EMT), Heads of Departments and individual departments across the organisation to develop and support the implementation of plans to achieve and maintain accreditation standards.
- Ensure outcomes of audits by the Quality Department are appropriately communicated and actioned.
Document Management
- Support the co-ordination, review and maintenance of an effective document control system in the hospital, facilitating the development of relevant policies and procedures in collaboration with senior management as relevant to role.
- Support any ICT systems introductions / upgrades within the QPS department such as Qpulse.
Data Management
- Ensure that appropriate data management systems are in place to support the hospital patient safety program, including but not limited to the Organisational Risk Register, Safety Alerts, National Quality Assurance Improvement (NQAIS), National Office of Clinical Audit (NOCA) and National Audit of Hospital Mortality.
- Support Directorates in the analysis of this data to assist in their monitoring of performance and improvement against quality standards, inspection recommendations and patient safety goals.
- Coordinate and validate quality and patient safety indicator reports and performance reports as required, for internal or external sources such as board meetings or hospital performance meetings.
- Ensure appropriate benchmarking of quality data, initiating corrective action for any adverse findings in the data management process.
People Management
- Lead and manage the Quality Improvement and Accreditation team to promote high performance and job satisfaction. This team comprises of quality coordinators, and a quality systems administrator
- Ensure that all staff within the Quality Improvement and Accreditation Team have annual appraisals/CPD
- Foster and develop good communications and interpersonal relationships within the team, which enhances motivation and promotes positive employee relations.
- Participate in the recruitment, selection and induction process for staff.
- Manage performance, grievance, disciplinary and other HR issues in the context of the hospitals HR policies and procedures, within the department.
- Facilitate training for staff and other relevant groups on quality improvement and patient safety framework.
- Appropriately communicate hospital information through department meetings, one-on-one meetings, and regular interpersonal communication.
