Job overview

You will be expected to provide a timely, safe, efficient and cost effective estates operational and maintenance service. Responsible to the Senior Operational Manager Estates with line management responsibility for all operational, trade, specialist technicians, charge hands and supervisors, working within the Estates Department as well as overseeing contractors and contracted specialist labour. You will act as a specialist on behalf of the Trust for all aspects of Engineering & Building Services and will be responsible for ensuring the reliability of the engineering infrastructure, systems and equipment. It will be expected of you to develop a positive/close working relationship with all other Facilities and Estates Managers, Divisional Departments Senior Management in both Clinical and Non-Clinical area’s and participates as a member of the Projects Team for all issues relating to the Trust Operational development programme.

Main duties of the job

  • Responsible for engineering Mechanical services within the hospital sites.
  • Facilitate a quality Estates service that is responsive to the Trust operational needs, ensuring that the service provided is efficient and effective and delivered to the highest possible standards maximising the Trust's assets for its patients, visitors and staff within the resources allocated.
  • Provide detailed professional and technical estates advice and support to the senior leadership team within Estates, Trust staff external contractors and consultants covering any issues relating to or that have an impact on the delivery of the operational service.
  • Ensure compliance with all Statutory Standards, Codes of Practice, Health and Safety Guidance, Health Technical Memoranda, COSHH, Building Regulations and NHS Executive Directives, relating to Estates Services.
  • Responsible for ensuring that engineering maintenance, including contract work, is carried out to the appropriate standard and specification, act as the Trust Clerk of works and commissioning specialist for site inspections, testing and commissioning to all new and refurbishment works carried out on both sites.
  • Be responsible for ensuring specialist services and equipment used to deliver patient care is maintained, tested and commissioned in accordance with statutory standards, and where necessary instruct the relevant authorised personnel for specialist areas such as :•    Piped medical gases•    Theatre air testing

Detailed job description and main responsibilities

  • Oversee where required that all emergency repairs and planned maintenance is carried out as required in and out of normal working hours in line with the shift agreement and is supervised. •    Become Authorised Person as required by the service. •    Ensure risk assessments are in place for all properties and regularly reviewed within correct time frame. Ensure risks are managed effectively and minimised whenever possible. •    Assist other managers in the completion and update of work programs, risk assessments and other monitoring tools. •    Support and provide reports for all relevant meetings as and when requested to do so. •    Use electronic equipment (for example, computers or tablets) and any such systems deemed necessary for the requirements of the service. •    Ability to collate input and interpret data as necessary and report to make any improvements required. •    Lead on effectively communicating our compliance position and ensure all relevant stakeholders are aware of our status and any risks are disseminated that could impact upon the patient care environment. •    Monitor and review the Mechanical Engineering service planned preventative maintenance system (PPM) and ensure that statutory and mandatory compliance (SPM) is achieved. •    Takes the lead in all Engineering Governance issues including incident/complaints management, risk assessments and register management, Health & Safety, including RIDDOR, COSHH, and LOLER etc. •    Act as Authorised Person (AP) for any appropriate building system (e.g. medical gases, HVAC etc.) •    Implements and maintain site asset register; oversee minor schemes and Capital Works from design to completion. •    Responsible for performance monitoring and review, development of individual performance objectives and performance development review for all staff for which the post holder is responsible. This includes assessing and motivating staff to achieve targets and goal setting.
