Job overview

The purpose of this role is to provide an excellent and successful integrated programme of delivery for the reconfiguration of emergency control rooms, to enable the Trust to meet its strategic aims.

The role will also oversee, implement and lead the programmes delivery, which impact across or beyond the Organisation with an ongoing requirement to act with minimal guidelines while setting goals and standards for others.

Main duties of the job

The postholder will provide leadership and professional management, combined with taking responsibility for the delivery of the agreed business case and will provide expertise to support directorates in their work to redesign and modernise our control room services.

The postholder will ensure delivery of the business cases’ aims and objectives including full temporal and financial compliance.

The role will include implementing and leading solutions to protect these vital requirements and being responsible for course correcting where necessary.

Work with the Chief Operating Officer in the development of the Trust’s strategic actions, contributing to the development of corporate strategy, policy and decision making in relation to the provision of emergency control room reconfiguration.

Work with the other Deputy Directors, Heads of Service, Trust staff and external stakeholders using significant knowledge and expertise to shape the direction of the programme’s delivery.

Be accountable for the management, development and implementation of the business plan, including associated resourcing infrastructure, to deliver patient care across EEAST ensuring that urgent and emergency care services (U&EC) are delivered to agreed key quality, performance and financial standards.

Work closely with the Chief Operating Officer to ensure that the strategic priorities and management of the directorate provide sustained and optimum performance.

As an interim member of the Trust’s Leadership Team, develop and implement further changes to the emergency control room functions as part of the implementation process. Build and develop a culture of delivery, with improvement and innovation as a foundation for excellent organisational performance.

Influence stakeholders, identify opportunities and oversee the transformation and implementation of agreed changes and the delivery of performance working with all directorates to ensure cohesive and aligned interaction of transformation and forward planning. Identify opportunities and develop specific plans for improvement.

Be accountable for the timeliness of plans related to business continuity and hold those responsible for supporting this function to account for delivery of services in their areas of responsibility, ensuring robust governance and delivering value for money.

Represent the Trust externally and develop partnership working across all areas of the NHS regarding the development and implementation of the EOC reconfiguration programme; working collaboratively with the emergency control rooms and frontline operations.

The postholder will support the Chief Operating Officer in their role as the executive accountable lead for the effective operations of the emergency control rooms.

They will, therefore, provide visible leadership to support the effective delivery of the reconfiguration plan across the Trust, together with the efficient and effective use of resources, promoting a culture that is both progressive and accountable.
