The Senior Manager for Clinical Service Improvement plays a vital leadership role in driving clinical transformation and service development within the Emergency Operations Centre (EOC), aligned with Trust priorities and high-quality patient care.
This role leads the design, delivery, and evaluation of clinical improvement programmes, ensuring measurable progress and effective reporting. It combines strategic leadership with operational oversight to enhance clinical standards, systems, and processes across the EOC.
As a professional role model, the post-holder contributes to clinical care, education, and research, while shaping Trust-wide strategies, policies, and supervision frameworks. They represent the EOC locally and nationally, influencing clinical agendas and promoting innovation through evidence-based practice and technology.
Working across five days with Tactical (AIC) on-call responsibilities, the role ensures consistent 24/7 service delivery.
Key responsibilities include:
Clinical Improvement & Project Management Leads planning, delivery, and evaluation of clinical improvement projects across the EOC. Supports Clinical Directorate initiatives and adapts strategies to needs.
Quality Assurance & Compliance Maintains governance systems to ensure compliance with Trust policies and regulatory standards. Monitors quality metrics, conducts audits, and drives continuous improvement.
Leadership & Workforce Development Acts as a senior leader and role model, promoting Trust values. Provides tactical command during major incidents and supports staff development.
Command & Tactical Oversight Delivers Tactical (AIC) command during high-risk incidents and may represent the Trust at Tactical or Strategic Coordination Groups.
Governance & Risk Management Analyses data to support governance and policy development. Ensures clinical governance and risk management processes are embedded.
Financial Oversight Manages a delegated budget, supports Cost Improvement Programmes (CIPs), and ensures financial accountability.
Performance Monitoring Monitors EOC performance, identifies areas for improvement, and supports innovation through data-driven insights.
People Management & Culture Promotes a supportive, inclusive culture. Leads on succession planning, staff engagement, and effective HR practices.
Communication & Stakeholder Engagement Builds strong relationships with internal and external stakeholders. Ensures clear, transparent communication and supports media activity.
The duties and responsibilities of the post will be undertaken in accordance with the policies, procedures and practices of the Trust, which may be amended from time to time. Patient Safety is a key priority for the Trust.
It is your responsibility to ensure that you are fully compliant with EMAS policies and procedures in respect of patient safety, for example Risk Management, Infection Prevention and Control, Safeguarding children and vulnerable adults.
