With a staff of over 4,000 people from 63 different countries, it provides both acute and tertiary care to an increasing population of circa 800,000 people and is a provider of local, regional and national specialties. It is also a National Urology Centre, the second largest provider of dialysis services in the country, Pelvic and Acetabulum National Centre and a designated Trauma Unit.

The Hospital is part of the newly established HSE Dublin & Midlands Region, which serves a population of over 1.2 million across seven counties, and operates under the governance of an independent Board of Directors who give their time on a voluntary basis. purpose of the role:

  • To develop clinical leadership and advanced practice radiography in the CT service in TUH.
  • To support timely and efficient CT examinations of the highest quality for all referring departments through developing competency, skills and knowledge through academic, practical learning and supervision to reach the standards for Advanced Practice as set out in the HSE HSCP Advanced Practice Framework.
  • Develop competency in vetting request forms to prioritise patients.
  • To develop competence leading to being accountable for own professional actions and work within codes of Practice and professional guidelines.
  • the appointed candidate is required to successfully complete their candidacy within a maximum of 3 years from commencement of this post.
  • Subject to successful completion of the requirements of the candidacy programme within the identified three-year timeframe, the successful candidate will then be permanently appointed to the post of Advanced Practice Radiographer as set out in section titled Tenure.

  • Evidence, Research and Service Development

Clinical Practice A Candidate Advanced Practice Radiographer in CT will be supported to develop their skills and knowledge to an advanced level. The (cAPR) will;

  • Practice in compliance with their respective code of professional conduct and within their scope of practice, being responsible and accountable for their decisions, actions, and omissions at this level of practice.
  • Develop and demonstrate a critical understanding of their broadened level of responsibility, autonomy and the limits of own competence and professional scope of practice, including when working with complexity, risk, uncertainty, and incomplete information.
  • Will develop capabilities and competence to practice autonomously and as part of a team, using advanced knowledge, skills, critical thinking, and evidence.
  • Develop and implement the highest quality clinical practice. Be supported to create a culture of continuous improvement and innovation.
  • Will work to develop capabilities to create and implement comprehensive service user management, as part of a multi-professional team, using advanced level clinical reasoning, shared service user decision making, and evidence based clinical knowledge and skills, to achieve optimum outcomes for service user and the service/organisation.
  • Will develop and demonstrate a high level of knowledge in relation to patterns of disease or disorder, markers of condition progression, differential diagnosis and range of treatment available at each stage of disorder or condition, including recognition of red flags and potentially complex and serious presentations and the need for expedited onward referral to the appropriate team.
  • Develop their expertise and decision-making skills to inform clinical reasoning when dealing with differentiated and undifferentiated individual presentations and complex situations, synthesising information from multiple sources to make appropriate, evidence-based judgements and/or diagnoses. This will involve developing and demonstrating competence in planning, implementing, and evaluating the care delivery according to service user needs.
  • Under supervision, will play a direct role in the management of complex service user, as part of a multi-professional team or autonomously, including assessment of the service user’s relevant history, developing an investigation strategy, including where appropriate agreeing a management and treatment plan in partnership with the service user and family, carers, medical staff, and the multi professional team.
  • Develop capabilities to communicate complex information relating to conditions and procedures to staff, patients and carers, and ensure informed consent for examinations.
  • Develop capabilities to establish, maintain, and effectively manage barriers to, advanced, highly skilled, and effective communication with service users, carers and healthcare professionals. This includes imparting information regarding diagnosis, prognosis and treatment of complex conditions and referring to other MDT teams as appropriate to promote integrated working and to improve service user outcomes.
  • Communicate effectively on a daily basis with patients with communication difficulties and cognitive impairment.
  • Deal sensitively with patients or carers under emotional stress, including the terminally ill and bereaved.
  • Work alongside the consultant radiologists to provide a high quality service.
  • Meet the needs of patients, ensuring that if any changes in service provision are made, patients’ requirements and clinical practice are recognised, planned for, implemented and monitored.
  • Contribute to standard setting and policy formation for the CT department.
  • Contribute to service improvements and re-design in line with TUH policy
  • Ensure the safety and well-being of patients, staff and visitors within the department.
  • Assess the clinical justification of referrals and reject where necessary and to accept and scan urgent referrals after agreement with the referring clinicians and justifying refusal if an inappropriate request for an urgent scan is made.
  • Ensure Clinical Governance protocols are complied with and corrective actions taken where required.
  • Be responsible for waitlist management, including clinical validation, allocation of slots with service need and developments.
  • Demonstrate the appropriate interpersonal skills to teach and develop the skills of CT CSRs, CT Radiographers student radiographers
  • Work as part of a close-knit team of highly skilled radiographers.

  • To report faults with equipment immediately to the appropriate company.
  • To ensure compliance with Health and Safety policies and procedures within the area, including infection control and manual handling techniques, to provide a safe and secure environment.
  • To report any Adverse incidents in line with HSE and local Policy
  • To attend MDMs in area of Specialist Interest and cascade back to rest of team. Use feedback to underpin and maintain high standards of scanning within the CT dept.
  • Develop capabilities to assess and establish the need for change, support lead and manage change at local and national level. Monitor the effectiveness and impact of change for service users, relatives, staff and services. Consider cost, efficiency, access and quality when making care decisions and improvements/ developments in practice.
  • As appropriate to role, contribute to strategic review of clinical effectiveness and management of resources at local and national level and contribute to developments and innovation in services related to a relevant area of clinical practice, (e.g. national clinical programmes/national groups/clinical interest groups/local improvement groups) both within and external to the profession.
  • Continually develop practice in response to changing population health needs, engaging in horizon scanning for future developments (e.g. impacts of genomics, new treatments and changing social challenges).
  • To organise and plan, on a daily basis, the allocation of time and resources to enable an efficient service, whilst dealing with an unpredictable workload caused by, for example, an emergency patient and working flexibly within a changing environment. To be responsible for their own professional actions and to work unsupervised as a member of a multi-disciplinary team in unpredictable circumstances.

Evidence, Research, Development & Audit

  • Develop skills to critically evaluate and synthesize the evidence available and make appropriate judgements on implementation in practice despite incomplete or paradoxical evidence.
  • In collaboration with other staff, ensure that the approach to all levels of clinical practice is person-centred, evidence based in accordance with professional practice, national guidelines/models of care and national/local/international benchmarks.
  • Develop capabilities to lead and develop a culture of enquiry that promotes supports and encourages participation in evidence-based practice, including research, service evaluation, quality improvement (Q.I.) and audit.
  • Take a critical approach to identify gaps in the evidence base and its application to practice, alerting appropriate individuals and organisations to these and how they might be addressed in a safe and pragmatic way and where possible also plan and deliver the research to address these gaps.
  • Develop capabilities to lead audit of service and evaluation of clinical activities to ensure a person-centred focus, enhance quality, safety, productivity and value for money and mapping to national models of care/clinical pathways and guidelines/standards of care.
  • Bring critical analysis to the practice of the evolving clinical/scientific specialism, ensuring that regular review of research and evidence is undertaken so that where adaptation to practice is required, it can be made in a timely and cost-effective manner.
  • Ensure own practice is evaluated regularly to determine whether interventions are effective and remain relevant to client needs. Assess the demand and specification for evolving scientific/clinical services with service users, clinical colleagues, and other relevant stakeholders.
  • To contribute and participate in practice development in reaction to the findings of audit and recent evidence, implement recommendations, and monitor their effectiveness.

Risk Management, Quality, Health & Safety

  • Exercise professional judgement in development of policies/procedures/guideline and protocols to support risk management as appropriate and as required, especially where there may be complex and unpredictable events and supporting teams to do likewise to ensure safety of individuals, families, and carers.
  • Adequately identifies, assesses, manages and monitors risk within their area of responsibility.
  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.

ELIGIBILITY CRITERIA 1. Statutory Registration, Professional Qualifications, Experience, etc. (a) Eligible applicants will be those who on the closing date for the competition have the following:

  • Be registered, or be eligible for registration, on the Radiographers Division of the Radiographers Register maintained by the Radiographers Registration Board at CORU.
  • Have not less than 6 years full time (or an aggregate of 6 years full time) post qualification clinical experience.
  • Have a minimum three years’ experience in CT
  • Hold a QQI Level 9 qualification in Computed Tomography

AND (b) Candidates must have the requisite knowledge and ability (including a high standard of suitability, leadership and professional ability) for the proper discharge of duties of the office. AND (c) Candidates must provide proof of Statutory Registration on the Radiography Division of the Radiographers Register maintained by the Radiographers Registration Board at CORU before a contract of employment can be issued.

2. Annual registration

  • On appointment practitioners must maintain annual registration on the Radiography Division of the Radiographers Register maintained by the Radiographer Registration Board at CORU.
  • Practitioners must confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).
  • Health

Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

  • Character

Tenure

  • The post of Candidate Advanced Practice Radiographer is a full-time Specified Purpose Contract for the duration of the candidacy i.e. maximum of 3 years.
  • The candidate is required to achieve essential milestones thereby successfully completing their candidacy within a maximum of 3 years from commencement of this post.
  • On successful completion of the requirements of the candidacy programme, the candidate will be appointed to the post of Advanced Practice Radiographer on a permanent basis.
  • Failure to successfully complete their candidacy within a maximum of 3 years from commencement in this candidate post, will result in termination of the Advanced Practice career pathway for the candidate and a return to a previously held substantive post.
  • A panel may be created from which permanent and specified purpose vacancies of full or part time duration may be filled. The tenure of these posts will be indicated at “expression of interest” stage.
  • Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointments) Act 2004 and Public Service Management (Recruitment and Appointments) Amendment Act 2013

Note: The duration of the candidate role is intended to be for 3 years maximum only to allow for attainment of each of the 4 pillars of advanced practice

  • The annual leave entitlement is 29 working days per year. The leave year runs from 1st April to the 31st of March each year.
  • Normal working hours are 35 worked over 5 days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement.
