JOB DESCRIPTION
JOB TITLE: Team Lead Physiotherapist
BAND: 7
DIRECTORATE/DIVISION: Physiotherapy/Clinical and Surgical Division

REPORTS TO: Clinical Lead Physiotherapist, Out-patient Service
ACCOUNTABLE TO: Assistant Director Surgical & Clinical Services Division through Trust Physiotherapist Services Manager
JOB SUMMARY
The post holder will be professionally accountable to the Trust Physiotherapy Services Manager through the Clinical Lead Physiotherapy Out-Patient Manager for the management of Musculoskeletal (MSK) Out-Patient Physiotherapy services provided in the Trust’s MSK Physiotherapy Departments.
He/she will provide advanced assessment and treatment and will provide support, advice and training to other Physiotherapy staff and members of the multidisciplinary team. He/she will assist the Trust Physiotherapy Services Manager in the development and planning of Out-Patient services and will be responsible for the planning and implementation of best practice, clinical governance and quality initiatives in the service area. At times there will be a requirement to provide team lead support and cover at other Northern Trust MSK sites.
KEY RESULT AREAS / MAIN RESPONSIBILITIES
To provide effective management and professional leadership of physiotherapy staff to ensure the smooth operation of physiotherapy services.
To be accountable for all aspects of own professional and clinical work and that of staff reporting to you.
To liaise with staff from other disciplines, communicate effectively and ensure that the department builds strong, co-operative and productive working relationships with internal users.
To manage, on a day to day basis, the physiotherapy service within available resources, including work schedules, annual leave control, staff absence, and effective use of equipment and accommodation.
To induct, train, supervise and performance manage qualified and unqualified staff, delegating responsibility as appropriate and ensuring effective systems are in place.
To maintain and develop high standards of physiotherapy practice based on national guidelines and evidence based practice.
Assist the Trust Physiotherapy Manager, through the Clinical Lead Physiotherapy Out-Patient Services, in Clinical Governance and Risk Management activities. This will include:
setting and monitoring physiotherapy standards and lead/undertake appropriate audit/evidence-based practice projects and implement change when necessary
developing quality improvement programmes in relation to physiotherapy services for whom he/she has responsibility
developing and reviewing physiotherapy service Risk Register and taking forward relevant actions.
To assist the Trust Physiotherapy Manager, through the Clinical Lead Physiotherapy Out-Patient Services, in the development and review of Physiotherapy Service and, as required, Trust policies and procedures and ensure these are implemented in a consistent manner for area of responsibility.
To assist in workforce and business planning processes.
To represent the physiotherapy service on internal or external committees/working groups as required.
To assist in the investigation of any complaints or accidents, preparing reports as required.
To maintain statistical information to allow effective monitoring of the service and ensure information/reports are provided in a timely manner to the Trust Physiotherapy Manager.
To undertake advanced assessment and treatment of patients, formulating and implementing individual treatment plans and using a wide range of treatment skills and options.
To communicate effectively with patients and carers ensuring understanding of condition, role of physiotherapy and goals of treatment and providing appropriate information, advice, teaching/instruction.
To work collaboratively as a member of a multidisciplinary team promoting good communication and working relationships and attend multidisciplinary meetings, ward rounds and case conferences as required.
To communicate complex patient-related information effectively to other disciplines including written reports as required.
To work within the legal framework to assess capacity and gain valid informed consent for physiotherapy assessment and treatment.
To be responsible for the maintenance of accurate, comprehensive and up to date documentation to comply with legal and departmental requirements and ensure that confidentiality is maintained and data protection guidelines are followed and ensure other staff reporting to you do likewise.
To maintain a CPD portfolio as required by the Health Professions Council and promote within your area of responsibility.
To promote and encourage staff development and training, to actively participate in the development of local and/or Trust wide in-service training programmes, and be actively involved in the teaching of physiotherapy staff, students and other disciplines.
To carry out domiciliary visits as required.
To promote a research culture within areas of responsibility and to devise and test new models of service delivery.
To lead the development of evidence based practice, outcome measures and audit in this clinical area, implementing change and testing new models of practice as indicated.
To assess equipment needs and make recommendations to the Trust Physiotherapy Manager.
To take responsibility for the care, maintenance and safe use of equipment by self and others.
Participate in student supervision and training, as required.
To advise the Trust Physiotherapy Manager, through the Clinical Lead Physiotherapy Out-Patient Services, on staff expenses and the purchase of supplies and equipment within set limits taking into account quality and value for money and to monitor expenditure.
Co-operate and assist with out-of-hours emergency services as required.
Any other duties as may be required and as are appropriate to the post.
GENERAL MANAGEMENT RESPONSIBILITIES
Ensure the appropriate governance and risk management arrangements are in place for the services you are responsible for and take appropriate action to identify and manage risk and to maintain safety of users, staff and others in accordance with relevant regulations, policies and procedures;
It is essential to ensure that the highest standards of infection prevention and control are maintained to ensure patient and client safety and maintain confidence in the Trust. As a Manager, you must ensure that you implement all instructions/ policy in this area and that all staff are made aware of and fully comply with these;
Where the post-holder has responsibility for managing a budget, ensure that services are managed and developed both in accordance with agreed and funded priorities as set out on a yearly basis and in accordance with Standing Financial Instructions, particularly ensuring your compliance with payroll documentation procedures and timescales;
Ensure the necessary arrangements are in place in regard to the ‘Knowledge and Skills Framework’ outlines, where this applies, for the posts for which you have management responsibility and ensure that each member of staff has an annual development and performance review, a personal development plan and that arrangements are in place to ensure that staff have maximum opportunity to progress through gateways in their pay bands and to contribute effectively towards our objectives;
Promote a culture of continuous service improvement amongst your staff, encouraging their participation and that of service users in reviewing and modernising current services and in service development;
Make sure you are trained and competent in the relevant policies and procedures which apply to the management of staff and other resources and abide by these policies; seeking advice as necessary from senior management or specialist staff as necessary;
Communicate effectively with staff and maintain productive working relationships amongst your staff and with others;
Delegate appropriate responsibility and authority to staff in order to ensure optimum and effective service delivery and decision-making, whilst retaining overall accountability and responsibility for outcomes;
Promote a culture of learning and development and facilitate arrangements for and participate in training and development of staff as agreed for the performance of their duties. Where training is in accordance with relevant standards make sure you have the relevant competences in order to carry out this responsibility;
Promote equality of opportunity for all by personal action, both in the management of your staff and in the provision of care to service users in accordance with the Trust’s Equality of Opportunity Policy and Equality Scheme;
Take responsibility for ensuring appropriate standards of environmental cleanliness and for encouraging staff to maintain standards in their work area. Have an awareness of environmental issues and take appropriate action, for example to ensure the efficient use of energy and other resources, recycling etc.;
Make sure that staff are aware of Trust policies regarding the General Data Protection Regulations (GDPR) and the Data Protection Act 2018, the Freedom of Information Act 2000, the Environmental Information Regulations 2004 and Records Management and that they must not disclose, withhold, retain or dispose of any information unless legally authorised.

SALARY
£47,810 - £54,710 per annum (pro-rata for part-time)

HOURS
Normal full-time hours of duty are 37½ hours per week, exclusive of meal times
MEDICAL
Appointment will be subject to a successful pre-employment health assessment.

27 days each year; 29 days after 5 years’ service; 33 days after 10 years’ service and 10 statutory and public holidays.
PENSION

PROBATIONARY PERIOD
You will serve a probationary period of normally six months.

PAY PROTECTION
