Role Overview
The Minister for Health invites applications from suitably qualified candidates to fill one Ordinary board vacancy and to form a panel for future vacancies on the Board of the Health Insurance Authority which will become vacant from June 2027.
Candidates wishing to apply must demonstrate in their application evidence of experience at an appropriately senior level under one or more of the following profiles:
Profile 1 – Actuarial
The current vacancy will be taken from this panel.
Essential
Candidates must demonstrate in their application evidence of substantial actuarial expertise at an appropriately senior level. Candidates should also be a Fellow of the Society of Actuaries in Ireland, or equivalent.
Candidates wishing to apply must also demonstrate in their application evidence of two or more of the following:
- Expertise in insurance, risk and finance.
- Strong analytical and strategic judgement.
- Understanding of board responsibilities and fiduciary duties.
- An ability to clearly communicate complex issues.
- Experience supporting strategic decisions and governance
Desirable
It is also desirable that candidates demonstrate evidence of experience in or knowledge of the following:
- the Irish health insurance sector, with an understanding of relevant emerging issues and challenges.
- private health insurance regulation in Ireland or in other jurisdictions with open enrolment and lifetime community rating.
- a regulatory, supervisory or public sector environment.
- one or more of the following areas: o Health economics; o Financial regulation; o Solvency II and prudential regulation; o Data analytics and predictive modelling; o Enterprise risk management.
- engagement with a diverse range of stakeholders, including government bodies, regulators, industry participants and consumer representatives.
Profile 2 – Legal/Financial/Governance Expertise
Candidates must demonstrate a strong track record of leadership and achievement with a relevant professional qualification or equivalent senior experience in law, accountancy, governance, audit, risk, regulation or a related profession. Candidates should have a senior professional background in the public or private sector that would enable them to make a significant contribution to the Board's strategic oversight and decision-making responsibilities.
It is desirable that candidates also demonstrate:
- Board or Committee experience.
- Experience advising Boards or senior leadership on strategic, legal, financial or governance matters.
- Relevant experience at a senior level in the public, private or commercial sector.
- Knowledge of healthcare, health insurance, regulation, consumer protection or public policy.
- Strategic judgement and strong communication and stakeholder engagement skills.
For Profile 1 and Profile 2 candidates must also demonstrate:
- The ability to analyse complex issues, exercise independent judgement and provide constructive challenge in support of effective Board decision-making.
- A strong understanding of governance, accountability and public service values.
- A commitment to integrity, transparency and ethical conduct.
