We are seeking an experienced and motivated Temporary Staffing Manager to join South London and Maudsley NHS Trust on an 18 month fixed term contract initially. This is a crucial role in ensuring we have the right staff in the right place at the right time to deliver high quality care. This is a pivotal role for the Trust in regards to ensuring effective management of our outsourced temporary staffing provider.

### Main duties of the job

The main purpose of this role will be to oversee and support the management of the contract with the Trust’s outsourced partner/s for the management of temporary staffing, both medical and non-medical; ensuring identified savings are delivered in contracted timescales, while ensuring the Trust is responsive to the managed service and other outsourced partners requirements.

Through the managed service provider and outsourced partners, the post holder will be expected to monitor the performance of agencies, drive agency reduction projects inline with NHS England guidance and lead the Trust’s operational work to reduce agency usage and spend across all services to meet the Trust’s annual agency spend objectives including driving migration of workers from agency to bank and supporting bank workers to substantive contracts, ensuring optimal use of temporary staff, reducing expenditure and ensuring value for money.

### Detailed job description and main responsibilities

Ensure that fit for purpose systems, policies and procedures are in place for the provision of Bank and agency staff in all areas of the Trust, with ongoing reviews.

Develop and nurture positive relationships with managed services, third party suppliers, procurement, other agencies and stakeholders to bring rigour and appropriate scrutiny to the management of temporary staff.

Oversee and support the management of the contract with the Trust’s outsourced partner/s for the management of temporary staffing, both medical and non-medical; ensuring identified savings are delivered in contracted timescales, while ensuring the Trust is responsive to the managed service and other outsourced partners requirements.

Through the managed service provider and outsourced partners, monitor the performance of agencies to ensure quality and governance standards are met in relation to recruitment practices, professional registration, appraisal, statutory and mandatory training, professional development and performance management of their workers.

Support the retendering process to procure bank and agency services in conjunction with the Procurement Department.

To lead the Trust’s operational work to reduce agency usage and spend across all services to meet the Trust’s annual agency spend objectives including driving migration of workers from agency to bank and supporting bank workers to substantive contracts, ensuring optimal use of temporary staff, reducing expenditure and ensuring value for money.

To work across the system, including the ICB, to ensure that the Trust leads and participates actively in this work to achieve efficiencies and share best practice;

Attend monthly and quarterly contract meetings with the Trust’s managed service provider and outsourced partners to review and create ongoing actions to ensure staff staffing and quality is maintained, while reducing premium spend through bank and agency work. Sharing updates to support board level regular updates.

To be the contact in relation to temporary staffing with NHS Improvement and any other of the Trust’s regulatory bodies;

Responsibility for all reporting (internally and externally) of temporary staffing with the Trust’s Managed Service, outsourced partner and Trust’s workforce information team;

In conjunction with Workforce Information, collate, interpret and present a range of complex management information relating to the use of Bank and agency staff regularly and on an ad-hoc basis (i.e. fill rates, shift breakdowns, spend etc).

Interrogate and analyse temporary staffing reports to identify more efficient ways of driving out unnecessary cost.

Support with writing and presenting board level reports on bank and agency expenditure for all staff groups, identifying trends, actions and improvements.

Ensure that systems, policies and procedures are in place for the provision of Bank and agency staff in all areas of the Trust.

Working closely with our partners to understand the diverse needs of the Trust to manage the Managed Service and outsource services correctly

Maintain clear and creative communications about the Trust’s approach to temporary staffing on our intranet and externally and attend meetings as appropriate as the ‘technical expert’;

Through the Managed Service and outsourced providers, ensure robust processes of approval and escalation for use of agency staff in line with NHS Improvement best practice guides, working closely with Services and procurement to drive compliance with NHS Improvement agency rules regarding price caps and frameworks.

To be responsible for identification of and then raising identified risks to the Associate Director of People & OD, the agency project groups, and helping senior leaders and managers to develop their own solutions for these risks;

Completion of all Freedom of Information Requests in relation to area of responsibility.

Ensure all advice and the administration of temporary staffing for the admin and clerical staff group is undertaken for the Trust’s requirements.

To engage, communicate and work closely with the teams involved in the contract (Finance, People & OD, Procurement, Operational teams, Rostering team);

To be the primary expert support to the Trust agency project groups;

To be the HR expert in relation to the impact of IR35 and any subsequent legislation that impacts on agency workers, liaising closely with key stakeholders;

To engage with external stakeholders, including other local NHS Trusts, to ensure the Trust shares best practice.

To promote consistency of practice informed by examples of good practice external to and around the organisation;

To ensure the effective planning, monitoring and coordination/management of the Trust's temporary staffing agenda with the external provider;

Promote corporate and local induction programmes for temporary staff, maintaining close scrutiny of third-party suppliers with regard to Corporate expectations for personal development and statutory training compliance.

Develop strategies in conjunction with other managers that promote a positive employment experience for Bank staff and agency workers.

## Person Specification

### Experience

**Essential**

- Experience of managing a scheduling function in a multi-sited medium to large scale healthcare organisation (including the performance and direction).
- Experience in public sector tendering processes
- Experience of planning, managing and monitoring projects for improvement in a fast paced environment with competing priorities
- Experience of successfully supporting the management of contracts
- People/ Stakeholder Management
- Proven ability to use workforce and service data to inform wise decisions focused on needs

### Qualifications

**Essential**

- Post Graduate Diploma level qualification or equivalent experience in HR or Temporary Staffing
- Evidence of continuing professional development

**Desirable**

- CIPD Qualified to Member level or similar professional qualification
- Leadership/Management qualification

### Knowledge/Skills

**Essential**

- Ability to improve processes and process map
- An in-depth understanding of current employment legislation particularly in relation to IR35 and temporary and agency work
- Knowledge of Compliance Frameworks
