The North Midlands and Black Country Procurement Group (NMBC) is comprised of The University Hospitals of North Midlands NHS Trust (UHNM), The Royal Wolverhampton NHS Trust (RWT), Walsall Healthcare NHS Trust (WHT), The Black Country Pathology Services (BCPS), North Staffordshire Combined Healthcare NHS Trust (NSCHT), Black Country Healthcare Foundation Trust (BCHFT), Midlands Partnership NHS Foundation Trust (MPFT) and Midlands and Lancashire Commissioning Support Unit (MLCSU).

The NMBC is responsible for all aspects of Procurement, Supply Chain and wider Commercial support covering a range of Acute, Mental Health, Community, Pathology Networks, GP Practices and Commissioning Support Units across the Staffordshire and Stoke-on-Trent, Black Country, Shropshire and South Cheshire Integrated Care System (ICS’s).

With almost 200 staff, 55,000 customers and managing a total non pay spend portfolio of over £1.2b per annum the NMBC is one of the largest and influential Group Procurement Organisations (GPO’s) in the NHS.

### Main duties of the job

The Strategic Procurement Manager is a vital member of the NMBC Management team, with a team of 3 staff (one direct report) responsible for the procurement of Non-Medical contracts & services  for Estates & Facilities & Central Functions Divisions for UHNM, reporting to the Head of Procurement - Strategic Sourcing. This post is based at County Hospital site near Stafford.

This demanding role is an integral in supporting the Departments delivery of all strategic objectives & national/regional obligations, maximize value for money, minimising operational/commercial risk whilst ensuring compliance with UK Procurement Legislation & the Trust's Standing Financial Instructions. You would be directly responsible for a portfolio of contracts & also  for managing, supporting and guiding the work of the Non-Medical Strategic team based at the Royal Stoke site.  Therefore, weekly attendance at the Royal Stoke site would be expected.

We operate a flexible working policy & also offer partial working from home (2 days per week) as part of the role.  The band 7 position offers a starting salary of £49,387 (rising to £51,932 after 2 years experience and  £56,515 after a further 3 years - Agenda for Change pay scales for 2026/27).

The Trust offers 27 days annual leave on appointment, rising to 29 days after 5 years' of service and 33 days after 10 years' of service.   In addition, there is also the potential to accrue hours towards flexi-leave in accordance with the flexible working policy.

### Skills

**Essential**

- Evidence of strong personal skills. Evidence of Highly self motivated & able to handle a multi item agenda. Demonstrate tact and diplomacy as well as an ability to be assertive when required. Strong Interpersonal & leadership skills. Good decision making skills, the ability to compromise and to manage conflict. Able to use own initiative & work independently, under pressure, with minimal supervision. Ability to analyse complex information, interpret and/or present in a clear, comprehensive format relevant to the stakeholder
- Evidence of team management and HR skills and the ability to; lead teams/staff with resource management experience via NVQ in Management &/or practical experience. Able to manage HR related staffing issues, including conflict, sickness, disciplinary issues, addressing sensitive issues & potentially needing unpopular decision making.. Ability to manage own & team’s workload including appropriate delegation of tasks.

### Qualifications

**Essential**

- Full MCIPS or Grad./Prof. Dipl. L6 or BSc Procurement or Working towards MCIPS (with substantial, relevant senior procurement, tender & management experience)
- On-going professional training & consistent personal development history

**Desirable**

- Management or Leadership Qualification L5 NVQ

### Knowledge and Experience

**Essential**

- Specialist strategic procurement knowledge acquired through MCIPS and practical experience, including experience of stock/materials management systems selection, implementation, management and general purchasing experience. Tendering process management experience with time management experience
- Experience of ensuring value for money and negotiation in the provision of operational supply chain management and routine purchasing. Evaluation & management of clinical & non-clinical product selection processes. Operational and Strategic Supply Chain management experience. Experience of evaluating financial & purchasing data to ascertain the most appropriate supply chain route.
- Experience of presenting and disseminating essential & complex information to multidisciplinary groups. Experience of influencing senior members of staff, and gain credibility, in a clinical and management environment
- Experience of managing and developing staff to meet changing needs. Experience of managing HR issues with staff. Experience of managing staff, workloads, targets and priorities (ideally within NHS or Public Sector)

**Desirable**

- Project Management experience. Experience of managing suppliers/contracts.
- Up to date knowledge of UK procurement directives and legislation, contract law and purchasing legislation
