### JOB DESCRIPTION

POST: Service Improvement Manager

LOCATION: Belfast Trust

BAND: 8A

REPORTS TO: Co-Director, Laboratories and Pharmacy

RESPONSIBLE TO: Director, Cancer and Specialist Services

Job Summary / Main Purpose

The post holder will have a lead role in identifying and implementing service improvement initiatives, which will make significant contribution to transformational change within acute and laboratories and pharmacy service to support the delivery of more efficient and effective working. The post holder will work collaboratively with clinical and managerial teams providing leadership in relation to service improvement initiatives and methodologies.

The main purpose is to work with operational teams to review current patient pathways and identify areas for modernisation and improvement, in line with benchmarked best practice. Will be responsible for achieving objectives set within the Laboratories and pharmacy Improvement Plan within the Trust.

The post holder will have a lead role in facilitating excellent communication within and across Directorates regarding transformational change and will be required to promote and develop effective multidisciplinary professional team working within and across the Directorates.

Main Duties / Responsibilities

### For each of the following, the postholder will

Setting Direction

Develop the Laboratories and pharmacy Improvement Plan which will support the delivery of sustainable quality driven change in line with the strategic direction set out in Quality 2020.

Identify best practice in the development of a modernisation plan in areas that will lead to efficient and effective care pathways for patients within the acute hospital setting.

Lead on the implementation of the Laboratories and pharmacy Improvement Plan that will support effective and efficient flow for patients.

Collate, analyse and present verbal and written reports and make presentations to meetings with stakeholders as required.

Work closely with relevant stakeholders to secure their commitment and involvement in the implementation of modernisation initiatives.

Contribute to the Trust's corporate planning, policy and decision making processes as required and ensure the Trust's objectives and decisions are effectively communicated.

Promote the corporate values and culture of the organisation through the development and implementation of relevant policies and procedures and appropriate personal behaviour.

Service Delivery

Establish excellent working relationships and communication strategies with both internal and external stakeholders, clinicians and administrative staff and service users, to ensure collaborative working to improve service delivery.

Work as a member of the service management team in the delivery and development of safe and effective services.

Provide leadership in the development of a service that operates in the context of a whole system.

Ensure that improvement is embedded in an evidence-based methodology that is outcome driven.

Communication and Information Management

Contribute to the development, verification and reporting of robust clinical indicators and outcome measures relevant to service improvement initiatives.

Identify information needs and data requirements to support efficient and effective flow for patients.

Analyse and interpret relevant information to ensure informed decision-making.

Implement Trust initiatives to develop and quality assure risk adjusted benchmarking data to assess the efficiency and effectiveness of clinical activity.

Contribute to and support a system and culture of performance management based upon the service management plan and Laboratories and pharmacy Improvement Plan.

Engage with regional organisations including Trade Unions and Professional bodies to secure positive working relationships.

Ensure that examples of excellence and innovation in areas of responsibility are promoted within the Trust and externally through networking and contribution to workshops and conferences.

Collaborative Working

Work closely with relevant Professional leads to ensure the promotion and development of effective communication strategies between clinicians and service management teams.

Contribute to regional working groups and initiatives ensuring that Quality 2020 is achieved.

Demonstrate and exemplify positive behaviours and attitudes, acting as a role model to others and so contributing to the development of professional leaders.

Develop and maintain working relationships with colleagues to ensure achievement of Trust objectives and the effective functioning of the team.

Contribute to the establishment of collaborative relationships and networks with external stakeholders in the public, private and voluntary sectors to ensure the Trust effectively discharges its functions.

Actively promote the development of clinical and professional networks across primary and secondary care particularly in relation to 7 day working.

Quality, Innovation & development

Provide leadership and support to Directorates to ensure the delivery of evidence-based improvement methodologies that workforce is dynamic, responsive and adapting to the needs of patients and the public.

Ensure the implementation of quality driven patient safety initiatives in relation to service improvement.

Work as a member of the service management team in the development and delivery of quality standards and appropriately regulated service innovation.

Lead and support continual improvement and compliance against controls assurance and health care standards.

Contribute to the Trust's overall corporate governance processes to ensure its compliance with public sector values and codes of conduct, operations and accountability.

Financial and Resource Management

Responsible for the management of relevant budgets and ensure all financial targets for those service areas within her / his span of control are met.

Support the service management team in the delivery of efficient effective services within agreed financial limitations.

Contribute to the establishment of a range of quality controls and quality assurance processes to ensure safe and qualitative service delivery which are integrated within the Trust's overarching governance framework.

Professional and People Management and Development

Ensure that his/her management structures and practices support a culture of effective team working, continuous improvement and innovation.

Lead by example in practising the highest standards of conduct in accordance with the Code of Conduct for HPSS Managers.

Participate in the Trust's Staff Development Review Scheme and will review individually on a regular basis the performance of immediately subordinate staff. Will provide guidance on personal development requirements and advise on and initiate, where appropriate, further training.

Ensure that the review of performance is delivered in accordance with Trust Board policy and take appropriate corrective action.

Maintain good staff relationships and morale amongst the staff reporting to him/her.

Delegate appropriate responsibility and authority to the level of staff within his/her control consistent with effective decision making whilst retaining responsibility and accountability for results.

Participate as required in the selection and appointment of staff reporting to him/her in accordance with procedures laid down by the Trust.

Take such action as may be necessary in disciplinary matters in accordance with procedures laid down by the Trust.

Promote the Trust's policy on equality of opportunity through his/her own actions and ensure that this policy is adhered to by staff for whom has responsibility.

The Trusts Environmental Cleaning Strategy recognizes the key principle that "Cleanliness matters is everyone's responsibility, not just the cleaners" Whilst there are staff employed who are responsible for cleaning services, all Trust staff have a responsibility to ensure a clean, comfortable, safe environment for patients, clients, residents, visitors, staff and members of the general public.

Infection Prevention and Control

The Belfast Trust is committed to reducing Healthcare associated infections (HCAIs) and all staff have a part to play in making this happen. Staff must comply with all policies in relation to Infection Prevention and Control and with ongoing reduction strategies. Standard Infection Prevention and Control Precautions must be used at all times to ensure the safety of patients and staff.

### PERSONNEL SPECIFICATION

Unscheduled & Acute Care

Must hold a university degree or relevant professional qualification at graduate or diploma level and Worked for a minimum of 2 years in a senior management role at Band 7 or above

OR

Have worked for 4 years in a senior management role at Band 7 or above.

Be able to demonstrate evidence of reform or modernisation of an aspect of service delivery to bring about measurable service improvement.

Be able to demonstrate high level people management, governance, leadership and organisational skills.

Be able to demonstrate evidence of post registration/post graduate study.

Be able to demonstrate delivery against performance management programmes for a minimum of 2 years meeting a full range of key targets and making significant improvements.

Have worked with a diverse range of stakeholders to achieve successful outcomes for a minimum of 2 years.
