### Job overview

An opportunity has arisen within the Transformation Programme Team for a full time, permanent Band 7 Senior Project Manager. This post will play a key system-wide leadership and development role in the planning, development and implementation of the Community Mental Health Transformation Programme across North Yorkshire and York.

The successful postholder will work as part of a busy programme team, work in partnership with partners and stakeholders across Voluntary, Community, Primary Care and Secondary Care services to help realise our collective ambition to develop neighbourhood based community mental health services, improving the efficiency and effectiveness of service delivery, improving patient experience and their outcomes.

You will possess highly developed leadership skills and project management expertise and have a commitment to successfully delivering compassionate and recovery focused care. You will be expected to support the development of services and staff to plan, develop and support the transformation of services in North Yorkshire and York.

A commitment to meaningful engagement and co-production with partner agencies, service-users, carers and other stakeholders to help deliver and continuously improve our services is essential.

Experience of operational management, project management and a willingness to work to a recovery focused model is essential.

### Main duties of the job

The postholder will project manage one or more specific large-scale projects, helping to develop the project’s business case and ensuring that the outputs specified in the business case are delivered on time and to specification.

The project(s) may be part of a programme, or stand-alone reporting directly to EMT. The post holder will have a high level of autonomy in decision-making, making recommendations to the Trust on implementation at a strategic level.

You will keep the relevant Programme or Project Board and/or Locality Management and Governance Board and/or Trust Executive Management Team aware of progress and risks (escalating as appropriate).

In addition to this, the postholder will ensure the Trust’s project management framework is fully utilised and that the planning, monitoring and governance of the project are carried out in line with relevant Trust policies and procedures, raising any concerns to senior management level in a timely manner.

You will establish and sustain effective arrangements to plan, manage and monitor the outputs of any workstreams that underpin the project, ensuring that they deliver the required outputs to the agreed specification and deadlines.

You will manage the project’s budget appropriately and carry out the role of Authorised Signatory in accordance with Trust policy.

### Detailed job description and main responsibilities

The postholder will be instrumental in delivering service changes and developments across a wide area, in accordance with the scope of the project.

You will utilise a range of change management skills, taking into account the impact of the project’s governance processes and those governing the services/localities that the project impacts upon.

You will have responsibility for your own project plan(s), developing systems and processes that enable the project’s plan to be monitored. Where it is clear that there has been or is likely to be slippage against agreed milestones, requests more time, resource or a change in deliverables from the programme board (or EMG if this is governing the project). Uses “if…then” thinking and statements so that those making decisions understand the consequences of different options put forward to them.

The postholder will be responsible for reporting on progress against the plan and on issues and risks to the programme board, or to EMG if this is governing the project.

You will take part in deep dive sessions at the programme board or EMG. If the project is a stand-alone item in the Trust’s Business Plan, sends progress updates as required to the Trust’s planning team so that EMG are aware of progress and of any requests for change that require an EMT or Trust Board decision.

In addition to this, the postholder will identify interdependencies within the project and with other projects/initiatives taking place in the parent programme, other programmes, or elsewhere within the Trust.

You will identify and tests potential improvements to the Tools contained in the Trust’s programme and project management frameworks, bringing evidence of the impact of such testing to the programme manager or lead director and to the Head of Transformation.

You will utilise quality improvement tools and may lead quality improvement workshops that seek to improve any process related to the programme’s vision, benefits or deliverables.

You will develop relationships with relevant clinical and operational leaders across the Trust, ensuring that appropriate engagement and communications are put in place to support and embed changes initiated by the work of the project.

Where a project requires capital investment, the post holder will ensure that the appropriate project management documentation is used for capital projects and that Trust Board and the Trust Resources Committee are able to consider the required information and make decisions in accordance with the Trust’s governance processes, liaising with the Trust’s Capital Planning and Design Team as required.

You must have the Right to Work in the UK in order to be successfully appointed to this role. Please note, this role does not meet the required eligibility criteria for sponsorship under the Skilled Worker visa and therefore the Trust is unable to offer sponsorship for this particular role.

The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.

## Person Specification

### Knowledge

**Essential**

- Understanding of the issues and context underlying the specific programme/projects to be managed
- Has understanding of nationally recognised project management systems.
- Understanding of the political and managerial context of the NHS and drivers of reform and change within the NHS

**Desirable**

- Understanding of mental health and/or learning disability issues and services

### Experience

**Essential**

- Developing and monitoring complex programme or project plans
- Experience of producing written reports and relating to complex information and data

**Desirable**

- Experience of developing project scopes, initiation documents and business cases

### Qualifications

**Essential**

- Educated to postgraduate diploma level in a relevant subject
- Evidence of training in programme or project management principles and techniques
- The Trust’s QIS (Quality Improvement System) for Leaders Certificate (or willing to achieve within agreed timescale)

**Desirable**

- Project Management qualification
- Quality improvement qualification, or evidence of training in quality improvement principles and techniques
