The Trust is seeking a Senior Procurement Officer to support procurement activity across University Hospitals Tees, working collaboratively within a group model that brings together North Tees and Hartlepool NHS Foundation Trust and South Tees Hospitals NHS Foundation Trust. The role plays a key part in delivering compliant, high‑quality procurement services that support patient care across multiple hospital sites and services.

The post‑holder will lead complex, high‑value procurement projects, ensuring full compliance with the Procurement Act 2023 and Trust Standing Financial Instructions, while delivering value for money, efficiency, and cost improvement. Working closely with clinical, operational, and corporate stakeholders across the partnership, the Senior Procurement Officer will also provide expert professional advice and support to procurement colleagues and contribute to the ongoing development and consistency of procurement practice across University Hospitals Tees.

### Main duties of the job

The Senior Procurement Officer will be responsible for delivering end‑to‑end procurement activity for a wide range of goods and services across University Hospitals Tees. This includes leading compliant procurement exercises in line with the Procurement Act 2023 and Provider Selection Regime, utilising NHS‑accredited frameworks through mini‑competitions or direct awards, and managing above‑ and below‑threshold tenders and requests for quotations.

The role involves drafting procurement strategies, tender documentation, contracts, policies, and ways of working, while maintaining accurate and auditable records in accordance with regulatory and Trust requirements. The post‑holder will manage contracts through effective internal and external relationship management, working in partnership with finance, supply chain, and clinical stakeholders to develop costing models that deliver best value against total cost of ownership.

## Person Specification

### Experience

**Essential**

- Experience of working within the NHS purchasing and procurement
- Experience of analysing information and spend data to support decision making.

### Qualifications

**Essential**

- Member of the Chartered Institute of Procurement and Supply – Level 4 or above and or relevant experience.

**Desirable**

- Chartered Institute of Procurement and Supply Chain level 5/6 or working towards

### Knowledge and Skills

**Essential**

- Procurement Legislation – Good knowledge of the Procurement Act 2023 and relevant legislation which applies to the expenditure of public money. This must include the associated risks and how to manage / mitigate these.
- Contract Law - Good and constantly maintained knowledge relating to UK contract law which is to be applied to all contracts which the Trust enters.
- Trust Standing Financial Instructions and Standing Orders – Must be used for the basis of all procurement activity facilitated and against which the department will be audited against.
- Procurement Processes – Must have a working knowledge and be able to demonstrate their ability to facilitate a procurement process from end to end including Invitation to Quote, Under and Over threshold Tender procedure, Mini Competition / Direct Award by utilising an applicable NHS Accredited Framework.
- Customer Focused – Builds and manages internal and external stakeholder relationships and exceeds patient and commissioner expectations by accurately assessing patient needs and ensuring the delivery of commissioner requirements.
- Business Aware – Demonstrates a clear understanding of the current market environment including awareness of all opportunities and threats to new and existing business / income. Seeks, evaluates, and uses
