Are you passionate about improving outcomes for children and young people with complex health needs? We are looking for an experienced and motivated Senior Commissioning Officer (Children and Young People) to join the All Age Continuing and Complex Care Team at Central London Community Healthcare (CLCH) NHS Trust.

In this rewarding role, you will help shape and commission high-quality, person-centred services, ensuring children and young people receive the right care, in the right place and at the right time.

Working closely with local authorities, NHS providers and wider system partners, you will support the commissioning, contracting and quality assurance of Children’s Continuing Care and other health-funded care packages. You will contribute to service development, effective commissioning processes and the delivery of high-quality services that achieve positive outcomes and value for money.

### Main duties of the job

- Support the commissioning, contracting and quality assurance of Children’s Continuing Care and other health-funded care packages.
- Develop and monitor contracts, service level agreements and provider performance.
- Work collaboratively with NHS organisations, local authorities, providers and stakeholders to improve services and outcomes.
- Contribute to the development of care pathways, procurement processes and integrated commissioning arrangements.
- Support the delivery and monitoring of personal health budgets and self-directed support.
- Ensure robust governance, funding oversight and effective management of individualised care packages.
- Analyse complex information and provide recommendations to support commissioning decisions and service improvements.
- Represent the CYP Complex Care Team at funding panels, meetings and working groups.
- Support transition planning between children’s and adult services in line with national frameworks and best practice.
- Monitor budgets and expenditure, supporting financial planning and value for money.
- Maintain effective relationships with providers and stakeholders and support audits, service reviews and performance monitoring.
- Deputise for senior colleagues as required and contribute to the development of the Complex Care Team.

## Person Specification

### Experience

**Essential**

- Previous experience of contract management and commissioning health services.
- Experience of managing or commissioning complex care packages
- Knowledge of effective budget management including resource planning

### Skills & Knowledge

**Essential**

- Good understanding and knowledge of commissioning, procurement and contracting including of the commissioning cycle
- Knowledge of the provider market and recent policy in respect of Continuing Care and health and social care services for children, young people
- Ability to analyse and interpret information and evaluate issues
- Ability to prioritise and manage own workload to deliver required outcomes and to contribute to the overall improvement of services
- Ability to make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales
- Excellent written communication skills and attention to detail
- Sensitive in managing complex communications with the public

### Education/Qualification

**Essential**

- Educated to degree level or equivalent experience
- Evidence of continuing professional development

**Desirable**

- Prince 2 or similar project management qualification
