The post is responsible for the Charitable Funds and Financial Governance duties of the Health Board.  This role requires an experienced qualified accountant in order to deliver the role, with a proven track record of ability to work at this level of expertise and knowledge.

The post holder is a senior finance professional within BCU Health Board and is expected to contribute significantly to the financial sustainability, financial management and the regulatory structure in which the Health Board operates.

### Main duties of the job

To strategically and operationally support the Charitable Funds and ensure that they are received and utilised in an effective, efficient, appropriate manner. Ensuring the Health Board has in place effective systems for the control of Charitable Funds income and expenditure to make sure the financial affairs are conducted legally, efficiently and economically.

To financially monitor the whole of the Health Boards Charitable Funds. Producing financial papers including applicable policy and procedures for the Charitable Funds Committee and responding effectively to queries.

To lead on all accounting and reporting of the Health Board’s Charitable Funds in accordance with statutory, Welsh Government and Health Board requirements.

To prepare and submit the Annual Charitable Accounts to Charity Commission, within timelines. To assist the Trustees internal and external auditors with any issues that may arise during their mandatory audit and to ensure all identified improvements to the Charity’s financial governance are actioned. The postholder will manage the annual audit requirements and the Internal Audit (currently on a cycle of circa 3 weeks, every two years.)

- Welsh Language Skills are desirable levels 1 in understanding, speaking, reading, and writing in Welsh

### Experience

**Essential**

- Experience in working with the requirements of the Charities Statement of Recommended Practice and the Welsh Governments Accounting Manual, Standing Orders and Standing Financial Instructions.
- Strategic interpretation and implementation of complex accounting policies in the context of a large integrated NHS organisation.
- Able to interpret legislation, national guidance as appropriate to the role. Application of changes in complex accounting regulations across a broad range of topics.
- Development of computerised financial management systems.

**Desirable**

- Experience of preparation of the Scheme of Reservation and Delegation.
- Experience of improving systems and processes around financial control and governance.

### Qualifications

**Essential**

- CCAB Qualified – Qualified member of a professional accounting body (e.g. CIPFA. CIMA, ICAEW etc) equivalent of a Masters Level 7.
- Evidence of Continual Professional Development
- Experience of producing year end financial records for a Charity

**Desirable**

- Knowledge of working in an NHS or Public Sector Finance Department
- Specialist knowledge of Charitable Funds legislation and finance policies.
