### Job overview

The Quality and Safety Lead for Community, Primary Care and Neighbourhoods supports the monitoring and improvement of quality and safety across a diverse portfolio of services. The post holder works with providers and system partners to ensure robust assurance, effective use of intelligence and delivery of improvement actions. They support the implementation of the NHS Patient Safety Strategy and PSIRF, helping to embed learning, strengthen safety culture and ensure patient experience informs change.

The role contributes to quality oversight, risk identification and the development of improvement plans that enhance outcomes for service users and communities. The post holder will also act as the ICB’s patient safety lead to focus on learning from patient safety events across the system and support the senior Quality Managers with the implementation of the National Patient Safety Strategy.

### Main duties of the job

- To support the quality monitoring of providers contracted by NHS Kent and Medway ICB.
- To coordinate initiatives with system partners to improve quality of care and treatment.
- To understand the National Quality Board Guidance on quality oversight and improvement.
- Work in partnership with providers to ensure clear assurance of high quality care is provided to the Integrated Care Board (ICB). As defined by the National Quality Board.
- To support the development and management of quality systems gaining assurance that services being delivered are of high quality and in line with clinical guidance and contractual requirements.
- Support a portfolio of initiatives to obtain and maintain, high quality care within the financial envelope available.
- Support the implementation and ongoing embedding of the NHS Patient Safety Strategy within the relevant portfolio, promoting a proactive, learning focused approach to safety.
- Contribute to the delivery of the Patient Safety Incident Response Framework (PSIRF) by supporting providers to adopt the new approach, ensuring high quality incident reporting, proportionate responses and meaningful learning.
- Work with the ICB Patient Safety Specialist and Quality Managers to strengthen the use of the Learn from Patient Safety Events (LFPSE) system, ensuring accurate reporting, improved data quality and effective use of insights

### Qualifications and Experience

**Essential**

- Post-graduate degree in Management Studies or equivalent qualification/experience
- Patient Safety Incident Response Framework Training Level 1 and 2 as well as additional PSIRF Oversight and methodology training
- Experience of managing a team without direct line management
- Experience of setting up and implementing internal processes and procedures
- Experience of creating and giving presentations to a varied group of internal and external stakeholders
- Experience of drafting briefing papers and correspondence at SMT level
- Demonstrated experience of co-ordinating projects in complex and challenging environments

**Desirable**

- Patient Safety Incident Response Framework (PSIRF) Training Level 3 and 4, or working towards completion
