We are seeking an experienced and forward-thinking Capital Programme Manager to lead the planning, delivery, and successful completion of multiple construction projects aligned to the Black Country Healthcare NHS Foundation Trusts Strategy and Capital plan. This is a pivotal role ensuring all estate-related projects are delivered consistently, efficiently, and in full compliance with established governance protocols.

Working alongside the existing Capital Programme Manager you will lead a team of Capital Project Managers and Officers to deliver strategic and operational projects and advise on property matters.    Your team will take ownership of projects from inception through to completion, ensuring they meet operational needs, represent value for money, and support the long-term strategic direction of the organisation.

Key Responsibilities

- Lead the full project lifecycle for major construction and refurbishment schemes, ensuring robust planning, execution, monitoring, and closure.
- Apply consistent project management methodologies aligned to Estate Strategy governance.
- Translate stakeholder requirements into effective design solutions, challenging assumptions to ensure operational efficiency and financial viability.
- Oversee and coordinate internal teams and external consultants, providing clear leadership in a fast-paced and evolving environment.
- Prepare, evaluate, and interpret tender documentation, technical specifications, and design packages.
- Ensure compliance with statutory regulations including Planning Law, Building Regulations, Asbestos regulations, and Health & Safety requirements.
- Present complex information clearly and confidently to senior leaders, including medical and nursing colleagues.
- Promote sustainability and carbon-reduction opportunities across all estate projects.
- Manage procurement processes in line with Standing Financial Instructions.

You will have responsibility for managing the following:

- The selection and appointments process for design teams including professionals such as Architects, Engineers, Quantity Surveyors, CDM consultants, Clerks of Works, Contractors, Subcontractors and suppliers to undertake work for the Trust
- Ensuring building and engineering construction works, which include various size of contracts are carried out to appropriate standards, quality, cost, time and client satisfaction criteria, from feasibility stage to post completion and assessment stage
- Projects are aligned to a compliant procurement process for capital projects in accordance with NHS Estates requirements and Trust SFI’s
- Working alongside the Programme Manager for Strategic Capital and Head of Estates to develop and then deliver a risk based annual capital plan as part of a 5-10 year capital programme
- Providing professional advice on capital schemes and supporting the Capital Projects Managers and Officers in delivering their dedicated schemes.
- Providing advice and guidance on estate, land and property management with an oversight of operational property matters relating to negotiating new leases and licences.

Your role sits alongside the Programme Manager for Strategic Capital and together the Programme Managers will:

- Provide specialised knowledge

**Essential**

- Master’s Degree Level or equivalent level of experience in a construction related area to include architecture, chartered surveying, engineering, quantity surveying or equivalent
- Membership of RIBA/RICS/CABE/ICE or equivalent
- Evidence of continuous personal and professional development in the bulding and construction field
- IT literate and trained in AutoCad, MS Project or comparable software
