Mid Cheshire Hospitals NHS Foundation Trust is looking for an experienced and motivated PMO Lead to lead the management of the Transformation Programme Management Office (PMO) and play a key role in delivering our ambitious transformation agenda, including the Transformation Pathfinder Scheme and wider new hospital development programme.

This is an exciting opportunity to contribute to one of the Trust's most significant programmes, supporting the delivery of transformational change that will improve healthcare services for patients, staff, and local communities.

### About the Role

As PMO Lead, you will be responsible for the effective management of the Transformation PMO, ensuring robust programme governance, planning, monitoring, reporting, and evaluation processes are in place throughout the project lifecycle.

Working across a complex stakeholder landscape, you will provide expert project management support, enabling successful programme delivery through effective planning, coordination, risk management, and governance. You will champion best practice programme management approaches while supporting teams to achieve key milestones and deliver strategic objectives.

### Key Responsibilities

- Lead and manage the Transformation Programme Management Office (PMO), ensuring the programme operates with effective governance, controls, and assurance processes.
- Support the delivery of the Transformation Pathfinder Scheme and wider transformation activity linked to the Trust's new hospital programme.
- Develop and maintain robust project plans, governance arrangements, monitoring frameworks, and reporting mechanisms throughout the project lifecycle.
- Ensure projects remain on track through proactive management of project actions and the identification, escalation, and mitigation of risks, issues, and dependencies.
- Coordinate programme governance meetings and provide high-quality reports, dashboards, and updates for programme boards and senior stakeholders.
- Provide project management support to teams developing project documentation, including defining project scope, milestones, priorities, deliverables, and controls.
- Establish and oversee effective monitoring and evaluation processes to measure progress and programme outcomes.
- Work collaboratively with a wide range of internal and external stakeholders to support successful programme delivery.

- NHS England (NHSE)
- Integrated Care Board (ICB) representatives
- Regional NHS colleagues and partner organisations

### Detailed job description and main responsibilities

KEY DUTIES AND RESPONSIBILITIES:

PLANNING

- Co-ordinate, manage and support the planning and execution of the Transformation Programme Management Office for the Transformation Pathfinder scheme from initiation to closure using a range of Project Management methodologies to plan and implement project deliverables, ensuring targets, quality indicators, benefits and milestones are met within the agreed parameters of the project
- Assist with the engagement of and collaboration with stakeholders, ensuring they have effective opportunities to contribute towards the identification of project deliverables and benefits
- Ensure that work is not being duplicated within the programme and maintain an awareness of potential interdependencies with other programme workstreams and their impact throughout the project lifecycle
- Ensure that subject matter experts, clinical, operational and corporate input are identified at the start of the project and that roles and responsibilities of the project team members are clearly communicated and understood
- Establish a project governance structure and schedule regular project meetings, ensuring that project documents are received and distributed in advance, within agreed timescales
- Establish and ensure that appropriate processes are in place to flag issues and risks as they arise for early resolution
- Develop and maintain the project library, filing, recording and reporting systems to ensure efficiency of the project administration
- Preparing and maintaining all necessary project documentation working closely with the Director of Transformation, Chief Medical Officer  and project team
- Track and monitor programme and project dependencies and interdependencies between other Trust programmes and projects and the broader partner organisations
- Ensure that project importance, scope, targets and plan are effectively communicated to other team members, and liaise closely with function/transformation leads to assure the overall direction and integrity of the project
- Ensure that realistic deadlines are set and clearly communicated and ensure that the functions are running on time and to budget and ensure that any variances are reported to the  Transformation Programme Director
- Co-ordinate work across transformation functions by developing effective working relationships with function leads/project teams and, ensuring overall progress, engagement, support and resources are available and initiate corrective action where necessary
- Assist in the efficient planning of project meetings to ensure that progress is being made against project deliverables and timescales.
- Effectively manage and monitor the progress of the Transformation Pathfinder scheme and produce regular highlight reports providing project status, progress, performance, identifying any risks and changes
- Produce progress and assurance reports/presentations to convey information/Transformation Programme updates to stakeholders, as required, by drawing on information from a range of sources and presenting it in the most appropriate way for the audience
- Effectively respond to Transformation pathfinder scheme issues and present a range of options when identifying solutions, accurately documenting both options and decisions
- Assist in the management of changes to theTransformation pathfinder scheme, completing, as appropriate, project change or exception documentation, ensuring that causes and recommendations are clearly captured to support decisions and responsible for ensuring all changes and decisions are formalised through the approval process
- Obtain support and advice as required for the management, planning and control of the Transformation Pathfinder scheme
- Actively contribute and participate in the lessons learned processes to help inform future transformation projects
- Ensure that the Transformattion pathfinder scheme is managed in adherence with best practice, completion of all project documentation and accurate and timely capturing of information, decisions, updates and changes
- Contribute to the development of any relevant project business cases, NHP submissions, proposals and presentations for external stakeholders or assist in the completion of tender documentation for procurements that are required
- Researching and analysing information, preparing responses, engaging and communicating with stakeholders and co-ordinating the process, ensuring deadlines are met and adhering to Trust governance and assurance processes
- Analyse information and be able to make recommendations on difficult or contentious issues where there may be a number of courses of action
- Review, analyse and interpret ongoing individual Transformation Pathfinder scheme deliverables to assess the impact on achieving the programme objectives, and make dynamic adjustments to project plans to ensure key milestones are met
- Manage the governance process including ensuring both internal and external stakeholders and partners are supported effectively in decision making, maintaining a forward plan for decisions, ensuring actions are logged, disseminated and completed, and keeping an audit trail of decisions and major events
- Lead the administrative function and on-boarding of professional advisors onto the scheme

COMMUNICATION AND RELATIONSHIPS:

- Develop effective working relationships with departments, existing and potential suppliers, other NHP and RAAC Trusts and the Healthier Futures team delivering the new Leighton scheme.
- Work effectively with the national team supporting the Transformation Pathfinder scheme.
- Ability to anticipate challenge/objection and handle these effectively by acknowledging issues and suggesting alternatives or possible solutions. Use logic, reasoning, empathy and enthusiasm to persuade and influence others.
- Develop robust and effective communication processes for the projects, tenders and initiatives ensuring that all stakeholders are aware of progress made and issues appropriate to their level
- Use a range of different methods and tools available to communicate out messages as required
- Able to present complex information in different formats appropriate to the audience.
- Assist in the delivery of positive change within the programme workstreams, working closely with clinical and operational teams
- Provide peer support, offering guidance, advice and support to others to grow in their roles

MANAGERIAL/LEADERSHIP

- Deliver specialist training and coaching to stakeholders on new systems or in new ways of working
- Undertake appraisals and be responsible for absence management & potential performance issues
- Lead with the recruitment and development of staff for the Transformation PMO and other workstreams as required
- Assess training needs and devise training plans for staff
- Ensure a healthy, safe and secure working environment, ensuring compliance with legal and regulatory requirements, maintaining accurate documentation and reporting any concerns.
- Manage the specific revenue budget for the Transformation  PMO
