### BACKGROUND

The Community Perinatal Mental Health service is a newly commissioned service for women across Northern Ireland. The Community Perinatal Mental Health Team is a mental health service for pregnant and postnatal women with severe and complex mental illness. The aim of the team is to detect, prevent and treat perinatal mental health problems to improve the experience of pregnancy and the postpartum period for women and their families. Women at risk of relapse following delivery are assessed early in pregnancy to allow them time to consider the treatment and support options available. The team works collaboratively with women, their families and other professionals, to plan care for pregnancy and the postpartum period.

### JOB SUMMARY

The post-holder will have lead responsibility to implement the Community Perinatal Mental Health service, ensuring the establishment and sustainable development of the service by engaging with and facilitating the multidisciplinary Perinatal Mental Health team.

This will involve building relationships at a senior level across HSCT & PHA, and agencies of other Government departments involved in the Perinatal Mental Health Service in order to achieve innovation in multi-disciplinary service delivery and reform of existing services.

He/She will provide expert advice to the Regional PNMH Implementation Group and other stakeholders on the development, learning from, and sustainability of the Community PNMH service.

The postholder will facilitate stakeholders in implementing outcomes based monitoring in the services they provide and provide expert advice in this area.

The postholder will also provide a range of reports to the Regional Perinatal Mental Health Implementation Group and PHA Board. The postholder will manage a review to assess the extent to which this process has delivered transformational change.

He/She will be expected to work independently to take forward this role and deliver the necessary outcomes within the presented timescale.

### KEY DUTIES / RESPONSIBILITIES

Managing Services

To provide leadership in the planning and delivery of the Community Perinatal Mental Health Service across the Southern Health and Social Care Trust

To provide leadership and change management to the integration of the Perinatal Mental Health services in the HSC Trust

To provide leadership on the implementation of an outcome based accountability frameworks across Health and Social Care Trust.

To lead on the development and implementation of sustainability plans for the Trust PNMH service.

To identify and offer innovative solutions to implementation issues.

To undertake and report on audits of information to analyse service performance,

To contribute to the management of the Perinatal Mental Health service budget. The postholder will be responsible for monitoring spend, advising Directorate Leads, Regional Implementation Group and PHA Board of performance against budget and preparation of finance reports for Regional Implementation Board.

Work within budgetary constraints and advise on the costs and benefits of planned developments as required.

To undertake line management responsibility for the PNMH team as required.

Working with Others

Develop and maintain good relationships and morale among the stakeholders involved with the implementation of the PNMH service.

To act as the key reference point for stakeholder engagement working directly with a wide range of organisations in the community, voluntary and statutory sectors to build awareness of the Community PNMH Service and build support for earlier intervention approaches, sustainability and transfer of learning

To develop and maintain good working relationships with Public Health Agency and Regional PNMH Implementation Board and relevant Professional bodies

To develop and maintain good working relationships with the Lead Nurse Team Coordinators in other HSC Trusts and the wider Community PNMH service regionally.

To provide management support to the multi-disciplinary stakeholder team ensuring active engagement in the development and sustainability of the service.

Service development

To lead on the development of a culture of innovation and service transformation across the network of Trust Mental Health services.

To lead on the critical evaluation of service performance identifying best practice in order build an evidence base to drive innovation and change

To lead on the transfer of learning and sharing of best practice within the Community Perinatal Mental Health team.

To lead on the development of service manuals which describe how to develop and operate similar projects in order to facilitate transferable practice between areas

To organise and deliver a training plan designed to transfer learning from the programme to a range of stakeholder agencies. This will involve taking a lead role in the development of a training plan to support implementation.

To identify any issues affecting the implementation of the service and develop innovative solutions

To lead the Community PNMH team in a process to benchmark good practice and identify how to improve quality and make recommendations on improving quality across the service.

To contribute to the overall evaluation of the impact of the PNMH service.

Communication

To prepare, analyse and present complex reports using a range of quantitative and qualitative data on service activity for Regional PNMH Implementation Board and other groups as required

To play the lead role in promoting awareness of and the learning from the PNMH service to a wide range of audiences. This will include presentations, briefing papers and training programmes and workshops as required.

People Management and Development

To contribute as an effective member of the Directorate and the wider PNMH implementation team

To take responsibility for his / her performance and take action to address identified personal development areas

To lead by example to ensure that the Trust demonstrates commitment through its culture and actions, for all aspects of diversity in the population it serves and the staff who provide services

To promote the corporate values and culture of the organisation though the development and implementation of relevant policies and procedures, and appropriate personal behaviour

Contribute to the Trust ’s overall corporate and integrated governance processes to ensure its compliance with public sector values and codes of conduct, operations and accountability

Participate as required in the selection and appointment of staff within the procedures laid down by the Trust

Maintain good relations with the Chair and Members of the Regional PNMH Implementation Board

Take such action as necessary in disciplinary matters in accordance with procedures laid down by the Trust

Finance and Resource Management

Prioritise, align and deploy resources towards clear strategic goals and objectives.

Manage programme/project schedules resources and budgets including the tracking and evaluation of programmes against schedules and regularly review quality assurance, risks and opportunities to realise benefits and outcomes.

Provide professional advice and support in relation to HSC Delivery Plans and any associated savings.

Contribute to the monitoring the performance of any commissioned services within the sphere of responsibility to ensure compliance with expected outcomes and targets, including financial parameters.

Identify and monitor any resources required to implement DoH priorities.

Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.
