## Job Content

### Job overview

This is a high-impact opportunity to provide senior programme leadership and expert OD consultancy for Moorfields’ multi-year Culture Programme. Reporting to the Associate Director of Employee Experience, you will lead the design, mobilisation, delivery and evaluation of a coherent portfolio of interventions that strengthens leadership practice, psychological safety, staff voice, equity of experience, improvement culture and organisational capacity.

You will guide the programme through listening and co-design, action on priority issues and cultural hotspots, development of the culture vision and strategy, alignment of existing initiatives, longer-term compassionate and collective leadership interventions, and transition to sustainable business-as-usual ownership.

### Main duties of the job

What you will do

- Lead the Culture Programme’s delivery plan, milestones, dependencies, benefits, resources, risks and accountabilities.
- Translate diagnostic evidence, strategic priorities, NHS Staff Standards and staff insight into sequenced, measurable workstreams.
- Design and facilitate evidence-informed OD interventions across organisational, divisional, service and team levels.
- Create inclusive and psychologically safe engagement and co-design approaches, with targeted outreach to staff whose voices are less often heard.
- Provide clear assurance, insight and decision papers to executive, committee and Board-level forums.
- Develop the programme’s measurement and benefits framework, using workforce evidence to evaluate impact and equity.
- Lead and develop a small multidisciplinary team, while building OD and culture-change capability across the Trust.
- Work across boundaries with clinical and corporate leaders, staff networks, trade unions, People and OD colleagues, improvement teams and external partners.

### Detailed job description and main responsibilities

Programme leadership and delivery

- Act as the senior programme lead for the Culture Programme, maintaining a clear delivery plan, milestones, dependencies, benefits, resources and accountabilities across the programme lifecycle.
- Translate the culture diagnostic, strategic priorities, NHS Staff Standards and staff insight into sequenced workstreams and interventions with clear outcomes and measures.
- Lead mobilisation of the first 12–18 months, including socialising the case for change, developing and co-designing the culture vision, engaging staff, delivering prioritised quick wins, addressing known hotspots, writing the culture strategy and developing the next phase delivery plan.
- Lead longer-term implementation using compassionate and collective leadership as the programme’s organising framework, ensuring interventions address structures, systems and behaviours.
- Identify and manage interfaces with EPR, Oriel, workforce transformation, improvement and operational People and OD priorities so culture activity supports, rather than competes with, major organisational change.

## Person Specification

### Skills

**Essential**

- Advanced organisational diagnosis and systems-thinking capability, including the ability to integrate complex and sometimes contradictory evidence.

### Education

**Essential**

- Educated to master’s degree level or able to demonstrate equivalent specialist knowledge and experience in organisational development, organisational psychology, change, HR or a related field.

### Experience

**Essential**

- Significant senior-level experience and a proven record of leading complex culture or organisational change across organisational, divisional and team levels.
- Expert knowledge of OD theory and consultancy practice, with evidence of applying diagnosis, contracting, intervention and evaluation to achieve change.
- Experience of leading a complex, multi-workstream transformation programme with interdependencies, governance, risks, benefits and senior stakeholders.

**Desirable**

- Substantial experience within the NHS or another complex, regulated, safety-critical organisation
