### Job overview

Reporting to the Head of the Clinical Effectiveness Programme (CEP), the postholder will lead the analytical and information management function for the programme. They will embed systematic improvement processes across North West London, working with Federations, PCNs, and GP practices to deliver high‑quality data analysis, intelligence products, and insights that support population health management, quality improvement, and the reduction of unwarranted variation.

The role is primarily focused on NWL but its approaches and service developments may be extended across the wider West North London ICB geography where appropriate.

The role requires expert analytical skills, strong leadership, and the ability to translate complex data into actionable intelligence for clinicians, programme leads, and system partners. The postholder will work closely with the Whole Systems Integrated Care (WSIC) team, borough‑based clinical leads, and primary care networks to ensure robust, timely, and accurate information supports effective decision‑making.

The overarching objectives for delivering accessible and robust data and intelligence are to support:

- The prioritisation and targeting of quality improvement support to primary care
- The engagement and empowerment of practices and PCN representatives to deliver high‑quality care.

- Lead the development, delivery and continuous improvement of CEP analytical methodologies, reporting and intelligence products

- Build effective relationships with practices, PCNs, borough teams and system partners to understand information needs and ensure tools are relevant and usable
- Represent the CEP within system‑wide analytical and intelligence forums, providing expert insight and ensuring alignment to NWL analytical strategy
- Present complex analytical outputs clearly to technical and non‑technical audiences across the system
- Facilitate collaborative working and support change in situations where there may be differing viewpoints or resistance
- Act as the senior point of contact for complex data queries.

Staff Management and Leadership:  The post holder will:

- Provide line management, supervision and development for designated staff, including recruitment, induction, appraisal and performance management
- Build team capability through coaching, mentoring and skills development
- Allocate workload and resources to ensure effective delivery of programme priorities
- Promote a culture of analytical excellence and continuous improvement across the team.

Policy and Service Development: The post holder will:

- Lead the development of CEP analytical standards, governance processes and documentation
- Contribute analytical expertise to the development of system‑wide policies relating to primary care data quality, coding and reporting
- Propose and implement changes to statistical, information and managerial policies that enhance analytical processes across the programme
- Ensure full compliance with information governance, data protection and national reporting standards (e.g., DCB0129/0160, NHS England data standards).

Analytical and Judgement Skills: The post holder will:

- Provide advanced analytical support using statistical modelling, segmentation, trend analysis and related techniques to inform population health management and improvement
- Resolve highly complex analytical queries, applying expert judgement where data is limited, ambiguous or conflicting
- Develop new analytical approaches and methodologies that enhance CEP reporting and support evaluation
- Present and explain complex findings in ways that drive decision‑making and improvement across the system
- Provide specialist guidance on data extraction, reporting specifications and methodological choices to ensure accuracy, consistency and quality.

- Design and implement appropriate data interrogation and extraction processes for CEP reporting, using relevant local systems and data collection tools.

- Create clinical searches and data extractions from EMIS Web and       other GP systems to support:
- development of clinical effectiveness guides
- identification of quality‑improvement priorities at NWL, borough, PCN, and practice level
- identification and spread of good practice
- design of clinical support templates within GP IT systems
- prioritisation of clinical support to practices
- effective reporting and evaluation of the CEP
- Design clear, engaging dashboards and visual outputs that support decision‑making at STP, borough, PCN, and practice level
- Collaborate with clinical leaders to design tools and templates that support accurate coding and improved data quality
- Record and share examples of good practice in data analysis and reporting to support innovation and system learning

### Experience

**Essential**

- Significant experience in a specialist analytics, informatics, or clinical systems role within the NHS or a similarly large and complex health or social care organisation
- Proven leadership of analytical functions, including methodology development and delivery of high quality intelligence products
- Experience designing and delivering dashboards, reports, and analytical outputs using tools such as Excel, WSIC, Tableau and/or Power BI
- Demonstrated ability to manage complex datasets, data pipelines, and data quality processes
- Experience resolving complex analytical queries and providing expert advice to senior stakeholders
- Experience line managing staff, including recruitment, supervision, appraisal, and performance management
- Experience planning, coordinating, and delivering work programmes or projects, managing risks, and prioritising competing demands
- Experience working within strict information governance and data security frameworks
- Experience supporting business planning, performance monitoring, and service improvement activity

**Desirable**

- Experience working in primary care, PCNs, GP IT systems or WSIC environments
- Experience contributing to academic publications, evaluation reports, or research collaborations
