Manchester University NHS Foundation Trust has ambitious plans to transform healthcare in North Manchester through the North Manchester General Hospital (NMGH) Redevelopment Programme which will deliver a new hospital and health campus at the existing North Manchester General Hospital site.  This major investment will support the transformation of how we deliver our services and create modern facilities that support world-class clinical care for our communities.  This role provides a unique opportunity to be part of one of the largest public sector health transformation programmes being delivered across Manchester.

The NMGH New Hospital Programme Officer will support the NM Programme Office Manager with the overall development, implementation and management of a comprehensive PMO function to ensure the New Hospital Project and its sub-projects are managed effectively.  It is expected that the work of the Programme Office may work across the wider NMGH Programme and not just the New Hospital Project.

### Main duties of the job

The NMGH New Hospital Programme Officer will assume specific responsibilities for supporting the effective management and control of the project which may include leading the day-to-day development and implementation of specialist programme and project controls working closely and effectively with Workstream Leads and other stakeholders.  The responsibilities will include providing and receiving highly complex and highly sensitive or highly contentious information which must be managed effectively may include but not be limited to the following duties: Project Planning; RAID; Change Control; Programme/Project Reporting & Governance; Benefits Management; Information Management; Change Management; Assurance; Stakeholder Communications & Engagement; Continuous Improvement.  The role may also be required to support the wider NMGH Redevelopment Programme (and its constituent projects) as necessary.

## Person Specification

### Essential

**Essential**

- Degree in relevant discipline or demonstration of relevant transferrable knowledge and experience
- Foundation-level programme or project management qualification, e.g. P30, Prince 2 or MSP or demonstration of equivalent experience/relevant transferrable knowledge and skills
- Knowledge and understanding of robust project governance and PMO arrangements
- Knowledge and experience of specialist software, including project planning software (e.g. MS Project), reporting/MI software (e.g. MS PowerBI) and collaboration tools (such as SharePoint, Teams, Trello etc)
- Experience of working in a PMO for larger programmes or managing change projects in a structured environment
- Understanding and experience of applying programme and project frameworks, standards, controls and governance arrangements
- Experience of planning and running workshops for key programme controls, such as planning, reporting, risk management etc

**Desirable**

- Practitioner-level programme or project management qualification, e.g. Prince 2 or MSP or equivalent experience
- Knowledge and experience of benefits management
- Knowledge and an understanding of technical design processes and technical drawings
- Experience of working in the delivery or assurance of capital projects or service improvement projects
