The Northern Health and Social Care Trust (NHSCT) is responsible for the delivery of safe and effective health and social care (HSC) services to the population of the Northern Trust area in Northern Ireland.

### JOB SUMMARY

The post holder will be responsible for maintaining and monitoring compliance with Trust asbestos policies, procedures, and statutory requirements relating to the management of asbestos;

The post holder will manage and control all asbestos-related information, ensuring that the electronic asbestos register remains accurate, up to date, and fully compliant with statutory requirements and best practice guidance;

The post holder will support the development, implementation, and continuous improvement of asbestos management arrangements across the Trust, providing specialist technical advice and guidance on asbestos safety matters;

The post holder will be required to develop, deliver, and evaluate asbestos training programmes in line with the Control of Asbestos Regulations (NI) 2012, ensuring staff are appropriately informed of asbestos risks, safe working practices, and their responsibilities under Trust asbestos policies.

### KEY RESULT AREAS / MAIN RESPONSIBILITIES

Asbestos Compliance

Support Estates staff in maintaining compliance with the Trust Asbestos Management Plan and Asbestos Policy, ensuring adherence to the Control of Asbestos Regulations (NI) 2012, HSENI guidance, and relevant Approved Codes of Practice;

Undertake inspections to provide assurance on the accuracy, completeness, and validity of asbestos information, including the asbestos register and associated documentation;

Manage and maintain the asbestos register and provide assurance that information is complete, accurate, and maintained in-line with statutory requirements and Trust asbestos policies;

Assist in the development and implementation of procedures for managing information within the asbestos register, ensuring accuracy, consistency, and compliance;

Record and review Asbestos Consultant survey reports, ensuring information provided aligns with the defined survey scope and complies with HSG264: Asbestos – The Survey Guide;

Assist with recording, reporting, and prioritisation of areas of non-compliance, and support the development of action plans to address and rectify inaccuracies in asbestos survey information;

Review and assess survey requests to ensure the scope of works information provided to Asbestos Consultants is complete, accurate, and aligned with the requirements of the intended work;

Monitor and review safe working practices and safe systems of work for Estates staff working in areas containing asbestos-containing materials, ensuring compliance with statutory requirements and Trust procedures;

Support external contractors and consultants by providing asbestos information in a timely and controlled manner, ensuring compliance with Trust procedures and statutory requirements;

Record and review Asbestos Consultant analytical reports following asbestos remedial or removal works, ensuring relevant information is accurately updated within the asbestos register.

Asbestos Management

Assist in the development and periodic review of the Trust Asbestos Management Plan and Asbestos Policy, ensuring alignment with statutory requirements and best practice guidance;

Assist in monitoring the performance of external Asbestos Consultants providing surveying and analytical services, ensuring high standards, quality outputs, and compliance with relevant guidance;

Assist in the supervision and performance monitoring of Licensed Contractors, ensuring works are undertaken in accordance with HSG247: Asbestos – The Licensed Contractors’ Guide;

Facilitate requests for asbestos surveys, review and communicate findings, ensure all asbestos-containing materials are accurately recorded within the asbestos register, and advise stakeholders on recommended actions;

Liaise with and support Estates staff in relation to asbestos safety precautions, surveying, and analytical services, particularly following incidents involving accidental damage or suspected disturbance of ACMs;

Provide guidance and support to Estates staff in the interpretation of asbestos survey reports, including recommendations relating to remediation and removal works;

Monitor areas of restricted or controlled access, supporting Estates staff with appropriate access arrangements and the safe supervision of emergency maintenance activities, ensuring necessary control measures are in place;

Undertake reviews to ensure compliance of the asbestos register and associated management arrangements with statutory and non-statutory requirements;

Coordinate and manage Asbestos Consultants in delivering the planned re-inspection programme of asbestos-containing materials, ensuring compliance with the Control of Asbestos Regulations (NI) 2012;

Maintain up-to-date knowledge of asbestos legislation, guidance, and Approved Codes of Practice, ensuring advice and practices reflect current standards.

Asbestos Training

Develop and deliver innovative asbestos awareness training programmes to ensure that asbestos competency and training requirements of Estates staff are achieved and maintained in-line with Trust asbestos policies;

Develop, deliver and supervise training programmes for Estates staff in the safe management and removal of non-licensed asbestos-containing materials, ensuring compliance with relevant legislation, HSENI guidance and Trust asbestos policies.

Asbestos Record Keeping

Monitor, document and report incidents of non-compliance with asbestos management procedures to Estates Compliance Manager, ensuring appropriate corrective actions are identified, implemented and monitored to prevent recurrence;

Manage and maintain the electronic asbestos register, ensuring asbestos information is accurately recorded, appropriately risk rated and reviewed periodically;

Maintain accurate records of asbestos training completed by Estates staff, ensuring training compliance, competency requirements and refresher training dates are effectively monitored and reported.

Management Responsibilities

Assist in the management and monitoring of Asbestos Consultants and Licensed Contractors, ensuring asbestos surveying, remediation and removal activities are conducted safely, efficiently and in compliance with statutory requirements;

Assist with the verification and processing of accounts and invoices relating to Asbestos Consultants, ensuring charges are accurately reviewed, validated against completed orders and contractual requirements, and processed in accordance with Trust financial procedures;

Represent the Trust, when required, at internal and external meetings relating to asbestos management, compliance and safety matters, providing specialist advice, and contributing to discussions with consultants, contractors and other stakeholders;

Work effectively as a team member, supporting a culture of effective team working, staff recognition, continuous improvement, and the delivery of training and development initiatives as required.

Assist the Estates Compliance Manager to undertake any other duties associated with the management of asbestos as and when required.

### GENERAL MANAGEMENT RESPONSIBILITIES

Ensure the appropriate governance and risk management arrangements are in place for the services you are responsible for and take appropriate action to identify and manage risk and to maintain safety of users, staff and others in accordance with relevant regulations, policies and procedures;

It is essential to ensure that the highest standards of infection prevention and control are maintained to ensure patient and client safety and maintain confidence in the Trust. As a Manager, you must ensure that you implement all instructions/ policy in this area and that all staff are made aware of and fully comply with these;

Ensure the necessary arrangements are in place in regard to the ‘Knowledge and Skills Framework’ outlines, where this applies, for the posts for which you have management responsibility and ensure that each member of staff has an annual development and performance review, a personal development plan and that arrangements are in place to ensure that staff have maximum opportunity to progress through gateways in their pay bands and to contribute effectively towards our objectives;

Promote a culture of continuous service improvement amongst your staff, encouraging their participation and that of service users in reviewing and modernising current services and in service development;

Make sure you are trained and competent in the relevant policies and procedures which apply to the management of staff and other resources and abide by these policies; seeking advice as necessary from senior management or specialist staff as necessary;

Communicate effectively with staff and maintain productive working relationships amongst your staff and with others;

Promote a culture of learning and development and facilitate arrangements for and participate in training and development of staff as agreed for the performance of their duties. Where training is in accordance with relevant standards make sure you have the relevant competences in order to carry out this responsibility;

Promote equality of opportunity for all by personal action, both in the management of your staff and in the provision of care to service users in accordance with the Trust’s Equality of Opportunity Policy and Equality Scheme;

Take responsibility for ensuring appropriate standards of environmental cleanliness and for encouraging staff to maintain standards in their work area. Have an awareness of environmental issues and take appropriate action, for example to ensure the efficient use of energy and other resources, recycling etc.;

Make sure that staff are aware of Trust policies regarding the General Data Protection Regulations (GDPR) and the Data Protection Act 2018, the Freedom of Information Act 2000, the Environmental Information Regulations 2004 and Records Management and that they must not disclose, withhold, retain or dispose of any information unless legally authorised.

### HOURS

Normal full-time hours of duty are 37½ hours per week, exclusive of meal times

### PAY PROTECTION
