Lead a nationally critical digital programme for Scotland’s NHS

NHS Greater Glasgow and Clyde (NHSGGC) are seeking an experienced and dynamic Programme Manager (Band 8C) to provide senior leadership for the National Laboratory Information Management System (LIMS) Programme.

This is a high‑profile role leading one of the most significant national digital transformation programmes in Scotland, supporting safe, modern, and resilient laboratory services that are fundamental to patient care and clinical decision‑making.

The post is offered on a fixed‑term basis for the duration of the National LIMS Programme, reflecting the scale, complexity, and criticality of the work.

About the role

As Programme Manager – National LIMS, you will provide end‑to‑end leadership and accountability for delivery of the National LIMS Programme. The programme is at a pivotal stage, requiring strong, visible leadership to maintain momentum, ensure grip over delivery, and manage a complex national supplier relationship.

You will function as the senior focal point for programme governance, delivery assurance, stakeholder engagement, and risk management, working closely with Health Boards, national partners, clinicians, digital teams, and senior executives.

This role operates at a strategic level and requires credibility, authority, and experience to lead across organisational boundaries and at pace.

Key responsibilities

You will:

- Provide senior programme leadership for the National LIMS Programme, ensuring clear governance, control, and assurance
- Lead delivery planning, risk, issue, and dependency management, ensuring timely escalation and resolution
- Maintain effective oversight and management of the national LIMS supplier, including performance, contractual compliance, and issue management
- Engage and influence senior stakeholders across NHS Boards and national bodies
- Ensure programme delivery aligns with clinical safety, operational, information governance and digital assurance requirements
- Lead reporting, assurance and decision‑making through national and executive governance forums
- Maintain programme pace and control during a complex and high‑risk delivery phase

About you

We are looking for a senior leader who brings:

- Significant experience leading large‑scale, complex digital or transformation programmes, ideally within the NHS or public sector
- Proven ability to operate confidently at senior / executive level, influencing across organisational and system boundaries
- Strong experience of supplier and commercial management within complex programmes
- A track record of establishing and maintaining robust programme governance and delivery assurance
- Excellent communication, leadership, and stakeholder management skills
