The Capital, Estates and Facilities Directorate are seeking to recruit a highly motivated Mechanical Project & Compliance Engineer to manage a team of mechanical engineers in the delivery of discretionary capital schemes and the management of estates statutory plant & equipment.

The successful candidate will be able to provide professional advice and support on all types of mechanical projects, design standards, technical requirements and mechanical statutory compliance matters to achieve optimum cost effectiveness and design solutions.

They will provide advice on mechanical issues / matters arising on capital schemes / site issues and solutions.

You should possess an intimate knowledge of current mechanical regulations and British.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

### Main duties of the job

The post holder will be professionally, technically and managerially responsible for the delivery of designated capital projects from completion of the project brief through detailed design to commissioning and final handover.

To provide highly specialist professional leadership, advice and support on mechanical engineering matters, design standards, technical requirements and alternative methods of construction and design in order to achieve optimum cost effectiveness and design solutions.

Undertake the role of Health Board Specialist Lead Advisor with regard to mechanical issues / matters arising on capital schemes.

To complete detailed designs and works specifications for Mechanical schemes to meets the agreed project brief for Capital Schemes.

To check and approve detailed designs and works specifications for Mechanical schemes completed by internal design staff and external design consultants to meets the agreed project brief for Capital Schemes.

Provide technical advice on the design, requirements and management of the UHB estates statutory plant & equipment.

To develop an action plans to address the statutory estate issues across the UHB.

To utilise technical knowledge and expertise to provide the full range of capital planning services required by the UHB whilst assuring statutory / mandatory compliance and with reference to all available advisory guidance.

### Detailed job description and main responsibilities

Fulfil the role, as assigned, of Project Manager, as defined in the Capital Projects Manual for designated schemes to ensure the successful completion to the UHB’s requirements of time, cost and quality and in accordance with Capital Manual and other mandatory / statutory requirements.

To provide highly specialist professional advice on mechanical engineering matters, design standards and technical requirements and to assist in the preparation of feasibility studies and business case development.

Formulate fee bids, recommends on appointments of external design consultants. Briefs, manages and monitors their performance. Ensuring all Procurement Standing Financial Instructions are complied with as necessary.

Responsible for the management of the Band 6 Design / Compliance officers within the team, including recruitment, sickness management, discipline, PADR’s and other Human Resource Practices as required.

Consults with Local Authorities and other agencies on planning issues and to submit and secure planning approvals for capital developments, including outline and detailed consents, listed building consents, etc.

Authorise Contractor’s financial payments within delegated limits.

Provide regular complex project reports and highly specialised technical reports including project plans identifying impact on clinical service.

To identify and co-ordinate the requirements, procurement and delivery of equipment, IT and telecommunications for capital schemes.

Complies with UHB Standing Financial Orders and ensures expenditures are contained within delegated budgets.

Undertake the inspection and investigation of works within hazardous environments as required.

## Person Specification

### Experience

**Essential**

- Experience in a relevant senior Design role or Health Care Estates related engineering role including project and staff management experience
- Experience of delivering capital projects.

**Desirable**

- Must have significant experience within healthcare or similar sector.
- Good knowledge of the construction industry / projects

### Qualifications

**Essential**

- Degree or equivalent level of experience in Mechanical / Building Services engineering
- Working towards chartered member of a recognised building or engineering institution.

**Desirable**

- Masters Degree or equivalent level of experience
- Membership of CIBSE or equivalent Professional Body.

### Specialist Knowledge

**Essential**

- Specialist theoretical and practical knowledge of Mechanical Systems within a Health Care environment.

**Desirable**

- Knowledge of Healthcare design needs gained through working in the NHS.
