POST: Lead Nurse Neurology

REPORTS TO: Service Manager Stroke and Neurology

RESPONSIBLE TO: Co-Director/ Divisional Nurse, Unscheduled Care

Job Summary / Main Purpose

The post holder will assist the Service Manager in the development, co-ordination and delivery of high quality services within Neurology

The post holder will be the conduit between Service Manager and the front line clinical teams. Skillfully translating the organisational and divisional objectives into operational reality and leading their implementation across the specialties of responsibility.

The post holder liaise closely with members of the multi-disciplinary team to improve channels of communication, allow maximum utilisation of resources, and promote continuity and co-ordination of the services within their sphere of responsibility.

To champion and support the ward/department sisters, charge nurses and team leaders to implement corporate wide initiatives.

To lead on specific components of strategic planning.

To provide strong clear clinical and non clinical leadership.

To inspire, motivate, empower and oversee the co-ordination of all staff within their span of control.

To demonstrate a consistent and strong focus on improving the quality of the patient’s care and experience.

To develop staff and practice, working closely with educational and training facilities.

To engage with the wider community to promulgate best practice and represent the organisation on local, regional working groups where appropriate for specialty and service developments

Main Duties / Responsibilities

Service Delivery

Work closely with and co-ordinate multidisciplinary teams to deliver high quality and equitable services to the Trust’s population and lead the effective and efficient deployment of all resources to achieve all relevant targets. This will include achieving accessibility timeframes.

Ensure the most efficient and effective use of all available resources in meeting all Ministerial and HSC Board targets.

Actively engage in clinical and professional networks regionally and across Trusts.

Manage financial performance including the delivery of agreed service activity and access targets. Ensure specific areas of responsibility are delivered in line with commissioned activity and planned income, monitoring control of expenditure, improving value for money and ensuring continued service development.

Co-ordinates in conjunction with Medical Teams / Ward Managers/ Heads of Department the delivery of high-quality clinical care and provides leadership in the development of clinical services by ensuring the use of evidence-based practice and clinical standards within the specialty.

Alerts, manages and escalates if appropriate to the service manager any operational issues relating to access/capacity in a timely manner, to allow any further action to be taken.

Provides leadership and co-ordination to secure an appropriate balance between acute and elective admissions and achieve an integrated approach to reducing inappropriate hospital admissions and lengths of stay.

Ensure that services are delivered to the standard and quality expected by the DHSSPS, Health and Social Care Board and the Trust.

Ensure that services are safe and effective and that risk is minimised, that performance is monitored in accordance with the Trust’s policies and procedures and that corrective action is taken, where necessary to address deficiencies.

Develops and maintains collaborative alliances with all stakeholders to ensure the delivery of person-centered care.

Ensure that services are reviewed to maintain the emphasis on modernisation for all elements of the service

Ensures that all recommendations arising from RQIA inspections are acted upon and implemented in a timely manner.

Promoting and leading a culture which focuses on the provision of high quality safe and effective care, promotes continuous improvement, allows staff to maximise their potential and is underpinned by honest, open communication and team working across disciplines.

Develop appropriate mechanisms/for accessing views and facilitating the involvement of service users and carers in the development and delivery of services.

In conjunction with the Service Manager, professional heads/leads ensure that all internal and ministerial elective and unscheduled care targets are achieved.

Performance Management

Advise and report to the Service Manager on all aspects of performance and planning to include the preparation of Service Delivery Plan, and performance reports against targets

Advise and report to the Service Manager on the achievement of the Service Group’s performance management plans identifying any risks and taking corrective action where necessary

Engage with the HSCB on all service commissioning, service delivery and performance management issues.

Work closely with the Acute Service Planning and Performance Team and Service Manager to ensure robust performance management arrangements are implemented within the area of responsibility to deliver government targets as well as transformational development of the directorate

Quality

Ensure that the needs of patients and their carer’s are at the core of the way the Trust delivers its services.

Implement effective risk management and quality assurance policies and systems within the area of responsibility.

Contribute to the Trust’s overall corporate governance processes (including clinical governance and controls assurance, medicines management, environmental cleanliness, infection control and management of medical devices) to ensure its compliance with public sector values and codes of conduct, operations and accountability.

Contribute to maintenance of and actions arising out of Risk Register in line with Trust policy and procedure.

To provide support in the co-ordination of investigations and response to complaints, incidents and claims within their service area in line with Trust policy and procedure.

Ensure the Trust’s acute services comply with all professional regulatory and requisite standards and the discharge of statutory functions.

Participate and leads projects as identified in quality initiatives such as Investors in People and Charter Standards in relation to the Services.

Strategic Planning and Development

Delivery of annual targets through effective performance monitoring and management

Work closely with commissioners and relevant stakeholders to secure their commitment and involvement in the implementation of planning initiatives and targets.

Support the Service Manager in the review, development, implementation and delivery of services, ensuring integration with corporate and directorate strategies and service delivery priorities.

Support the Service Manager in the development of strategic and operational plans for the delivery of services in line with regional strategies, Ministerial and HSCB priorities.

Contribute to the Trust’s corporate planning, policy and decision making processes as required and ensure the Trust’s objectives and decisions are effectively communicated.

Financial and Resource Management

Proactively identify cost pressures and monitor delegated budgets, to ensure effective and efficient use of resources, completing variance analysis and completion of financial action plans as required, achieving financial targets.

Support Service Manager and participate in contract and service level negotiations with commissioners.

Support the Service Manager in the development and delivery of capital investment strategies with the directorate ensuring these reflect and contribute to meeting targets set by the HSCB and the Trust Corporate Plan

People Management

Provide clear and strategic leadership to staff within the area of responsibility, to ensure the service has a highly skilled, flexible and motivated workforce to provide high care.

Lead the development and implementation of performance development for staff and workforce modernisation initiatives for the service.

Ensure that management structures and practices support a culture of effective teamwork, continuous improvement and innovation.

Ensure full engagement of all professional staff working in multidisciplinary teams.

Work in conjunction with the Service Manager in the development and implementation of workforce modernisation initiatives within the Service Group.

Lead by example in practicing the highest standards of conduct in accordance with Trust policies and the Code of Conduct for HPSS Managers.

Identify opportunities and develop programmes of work that will support the Trust’s commitment to multi-professional education and training in partnership with the Service Manager and clinical services leads.

Assist in the development of an educational strategy and ensure there are systems in place to identify the education and training needs of staff which are underpinned by service priorities and organisational objectives.

Participate in the Trust’s Appraisal framework. Review individually on a regular basis the performance of immediate subordinate staff. Provide guidance on personal development requirements and advise on and initiate, where appropriate, further training.

Ensure that the review of performance identified above is performed for all levels of staff within the Trust in accordance with the Trust policy.

Maintain good staff relationships and morale amongst the staff reporting to him/her.

Where appropriate, review the organisational plan and establishment levels and ensure that each is consistent with achieving objectives and recommend change where appropriate.

Delegate appropriate responsibility and authority to the level of staff within his/her control consistent with effective decision making whilst retaining responsibility and accountability for results.

Participate as required in the selection and appointment of staff reporting to him/her in accordance with procedures laid down by the Trust.

Take such action as may be necessary in disciplinary matters in accordance with procedures laid down by the Trust.

Liaise closely with professional heads/leads as appropriate to ensure sound governance arrangements across the service area and the provision of professional support and advice.

Ensure that processes are in place to ensure that all professional policies, procedures and legislative standards are issued, implemented and monitored.

In conjunction with the Service Manager ensure that workforce plans are developed and implemented to ensure the effective and efficient provision of professional staff in the Trust.

Respond to operational/managerial issues where the situation is out of the experience/knowledge of the individual manager and assist senior and middle managers with problem solving.

Contribute to and lead on the development and effectiveness of Clinical Networks.

Environmental Cleaning Strategy

The Trusts Environmental Cleaning Strategy recognizes the key principle that “Cleanliness matters is everyone’s responsibility, not just the cleaners” Whilst there are staff employed who are responsible for cleaning services, all Trust staff have a responsibility to ensure a clean, comfortable, safe environment for patients, clients, residents, visitors, staff and members of the general public.

Infection Prevention and Control

The Belfast Trust is committed to reducing Healthcare associated infections (HCAIs) and all staff have a part to play in making this happen. Staff must comply with all policies in relation to Infection Prevention and Control and with ongoing reduction strategies.
