### Job overview

We are seeking an Infection Sciences General Manager who will report to the UKHSA Regional Head of Operations & the Head of Service of the Manchester Medical Microbiology Partnership (MMMP) for the delivery of all patient services within the Clinical Service for the Infection Sciences (Virology, Microbiology and Mycology).

They will be part of the triumvirate with the UKHSA Regional Head of Operations and Head of Service/Clinical Director with direction from the CSS Clinical Head of Division & UKHSA Public Health Microbiology Deputy Director & advice & support from the Clinical Group Directors to achieve UKHSA & MFT/Clinical Group objectives. They will be expected to make a positive contribution to the provision of health services across the Group & local health and social care economy.

At this level, they will manage the Laboratory Medicine Care Division Infection Sciences departments (Virology, Microbiology and MRCM) with high levels of risk, specific regulatory requirements &/or constitutional standards. Interfaces with strategic partners will be highly complex & may be contentious.

This role is advertised at Civil Service Grade 6. Applicants who are currently employed on Agenda for Change (AfC) terms and conditions are welcome to apply and if successful, will transfer to the role on AfC Band 8c terms and conditions. The AfC Band 8c salary is £79,504 - £91,609.

### Main duties of the job

As part of the triumvirate, they will ensure that all operational performance targets including laboratory KPIs, finance, quality of services to patients & improving services towards best practice standards within available income are achieved.

On call requirements will be confirmed within Clinical Groups to align with the agreed Operating Model.

Clinical Governance

As part of the triumvirate provide operational management & strategic input to the Clinical Director & Regional Head of Operations to:

- Review & maintain clinical standards within the Clinical & Public Health Service ensuring compliance with national governance policies, monitoring performance against clinical standards & supporting evidence-based practice to drive improvements
- Ensure full compliance within the Clinical Service with the Trust's Complaints procedure taking any action where necessary to improve the quality of service to patients

Strategic Management

Working within the triumvirate & alongside the MFT/Clinical Group Directors/other Clinical Service colleagues within the site, group & within the wider health community:

- Contribute to strategic development of services across Greater Manchester & the North-West
- Work with the Clinical Director to develop a Clinical Service Strategic Plan supported by an Annual Business Plan which is monitored quarterly

Service Delivery

- Support Infection Sciences Clinical Director & Regional Head of Operations in the management of Clinical & Public Health Services ensuring high standards, achievement of performance standards, & timely resolution of operational issues
- Establish systems in order to implement MFT/Clinical Group strategies for assessing service users' views on quality of services provided & for involving patients, relatives & their representatives in the planning & development of services
- In conjunction with the Clinical Director, Regional Head of Operations, Clinical Group Directors & other General Manager, agree Local Plans relating to capacity & efficiency & be responsible for implementation of changes agreed in negotiations, delivering activity levels to enhance performance
- Lead on Clinical & Public Health Service transformation plans in conjunction with UKHSA & MFT/Clinical Group/other Clinical Service colleagues including the development & delivery of service improvements
- Ensure teams use performance information to identify improvement opportunities & implement plans that enhance efficiency & quality

Communication & Engagement

- With MFT/Clinical Group/other Clinical Service(s) colleagues develop a shared vision of service & promote a culture within the Clinical & Public Health Service so all staff work towards the achievement of MFT/Clinical Group & UKHSA objectives
- Develop effective partnerships with other MFT/Clinical Groups/other Clinical Service(s) to develop alongside the Clinical Director, corporate strategy & operations of the Trust & UKHSA
- Develop excellent relationships with all external stakeholders including commissioners, NHSI, NHSE, Local Authority, patients' interest groups, media & local community
- Convey & communicate highly complex & contentious or emotive topics in challenging environments where consensus does not exist such as proposals for manager change
- Consider patients & health inequalities when communicating with patients ensuring that language & style is appropriate to the communities we serve

Performance & Resource Management

- Support the Clinical Director in delivering financial targets through effective budget setting & monitoring whilst achieving cost efficiency targets
- Ensure the Clinical & Public Health Service meets access targets within agreed financial constraints & Trust & UKHSA policies & procedures
- Lead development of plans & policies for the clinical & public health service which may have an impact upon the whole organisation
- Work with the triumvirate in the management of capacity across multiple clinical services with the Clinical Director & clinicians to ensure delivery of required activity
- Support the Clinical Director in leading services reviews in conjunction with clinicians & managers within the speciality, working with the triumvirate team/Clinical Group Directors/other Clinical Services & external organisations on wider reviews using improvement methodologies to support modernisation
- Lead projects as requested by the Clinical Director &/or Regional Head of Operations
- Lead production of a robust & realistic activity & income plan across multiple clinical services

Human Resources Management

- Adhere to all Trust & UKHSA Human Resources management policies & procedures, ensuring compliance with employment legislation & regulation at all times & directly manage service managers across multiple clinical services
- Provide day to day management of service managers & support the Clinical Director in management of all human resources within the Clinical & Public Health Service including setting objectives, personal development plans & appraisals
- In conjunction with the Clinical Director agree job plans & appraisals with senior medical staff & ensure effective arrangements are established to engage doctors & other clinical professionals in management & planning of services
- Work in the triumvirate together with the Clinical Group Directors to develop plans to implement the Trust's HR Strategies including effective attraction, recruitment & retention of staff
- Work with the Clinical Director & Regional Head of Operations to ensure the Trust Values & behaviours are adhered to

Essential Criteria

- BSc Honours Degree in Biomedical Science or equivalent experience working in a laboratory managerial position
- Managerial experience or qualification in Biomedical Science equivalent to post graduate diploma
- Postgraduate level qualification in Infection Sciences subjects equivalent to Fellowship of the Institute of Biomedical Sciences or MSc
- Knowledge of specific area acquired through a degree or equivalent experience or training
- Highly specialist knowledge of managing within a healthcare setting e.g. Finance, HR, project/programme management/change
- Highly detailed knowledge & experience of managing performance, capacity, demand & activity
- Knowledge of managing staff within a healthcare setting & significant experience of managing a Directorate
- Proven experience of & demonstrable achievement in managing healthcare services
- Management of resources with a good track record with change management, efficiency savings & financial recovery plans
- Experience of developing & maintaining effective partnerships with internal & external stakeholders in the redesign of services
- Experience of project management & imaginative planning
- Experience of modernising services without additional resources
- Experience of budget setting & managing multiple budgets
- Experience of managing a diverse team
- Experience of identifying education & training needs of staff

Desirable Criteria

- Experience in workforce planning
- Experience in setting establishments & using workforce toolkits including dependency tools
- Experience in R&D

This role is lab based at UKHSA Manchester Laboratory, Manchester Royal Infirmary, Clinical Sciences Building, Oxford Road, Manchester, M13 9WZ.

Hybrid working is not available for this role.

Security Clearance Level Requirement

Successful candidates must pass a basic disclosure & barring security check.

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Counter Terrorism Check (CTC)

For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the UK for the last 3 years as the role requires CTC clearance.
