### Job overview

The post holder has managerial responsibility for the effective running of ND services and to ensure that this service meets Service Line, Divisional and Trust targets regarding finance, performance, workforce and quality measures.

The post holder will be expected to lead service developments for the service as delegated by the Service Director.

The post holder will work with the Service Managers across the services and Clinical lead to ensure that there is a clear strategic direction for the service line, which is integrated within the overall strategic direction for the Division.

The post holder will be expected to drive the implementation of the NHS 10 Year Health Plan commitments for NHS Neurodevelopmental services and service developments and will be expected to support new areas for business development and any tender processes.

The post holder will be a member of the CAMHS Senior Leadership Team, CAMHS Senior Management team (SMT) and the Senior Operational Team.

### Main duties of the job

- Day-to-day operational management for ND Services
- To play a lead role in the clinical transformation of ND in conjunction with the Service Director
- To contribute to the establishment of new services and to lead change management in the implementation of service development strategies
- To advance innovative ideas and strategies and provide vision and inspiration to enable staff to deliver care more effectively and efficiently.

### Detailed job description and main responsibilities

- To participate in the strategic planning process within the Trust and, specifically within the service line.
- To take a lead on any tenders within the service line
- To support the service lines annual business planning cycle and assist the Service and Clinical Director in the setting of objectives for the service line
- To take part in the planning and implementation of divisional-wide strategies including service redesign implementation, working with partner organisations
- To be responsible for implementing service changes when required, ensuring effective implementation and management of agreed service changes with measurable outcomes and to agreed timescales across the service
- To ensure that services are continually monitored, viewed and adapted to meet changing need and identified commissioning requirements
- To ensure that systems are in place to monitor Children and Young People (CYP), parents and other stakeholder views of services and ensure that CYP, parents, community organisations and other key stakeholders are involved in and influence key decisions on service developments
- To participate in the planning of clinical and care quality governance standards and objectives and ensure their timely implementation
- To ensure that legislative and policy changes and developments are considered at a strategic level
- To assume responsibility for further delegated areas of lead responsibility within the service/Division as required by the Service Director
- To work in partnership with professional leads to ensure the appropriate implementation of operational policies, procedures and protocols
- To ensure effective running of the ND services providing a framework for achieving organisational objectives. This included development of local protocols, managerial structures, liaison networks
- To ensure that the service line and Divisional objectives and targets are translated at team and individual level in line with the trust performance management framework
- To manage the ND service budget within the scheme of delegation and to agreed accounting standards and procedures

- To be responsible for implementing changes or modifications to service contracts or service improvement plans ensuring services meet contractual obligations with commissioners
- To ensure that issues of race, culture and diversity are fully considered in service provision and are appropriate to the needs of the diverse community served and within the statutory framework and the equal opportunities policy
- To ensure that building, sites are maintained to agreed standards and meet Health and Safety requirements
- To implement the Trust’s information/data procedures and participate in the collection and reporting of statistical information
- To ensure that services achieve performance targets as agreed on an ongoing basis
- To actively promote strong and effective leadership within a care quality governance structure that is built on the principles of open engagement, enquiry and learning
- To develop and implement a leadership structure that safely devolves decision making close to the point of care delivery
- To ensure that effective performance management structures are in place and that all staff have structured supervision and an annual appraisal
- To ensure staff are provided with learning and development opportunities appropriate to role and needs within financial constraints

- Current and extensive operational (including budget/financial) and management experience of mental health services, at a middle management level, in a health or social care organisation
- Proven experience of managing a sector or borough multidisciplinary team (including senior managers and clinicians) on various sites within a multi-disciplinary setting
- Record of successful leadership in an operational capacity
- Experience of policy development and strategic planning resulting in change management projects/programmes
- Experience of successful interagency partnership working
- Ability to negotiate complex contracts with the approval of senior management
