### Job overview

The Head of Planning &  Portfolio Management Office (PMO) will play a key role in delivering the Trust’s Annual Business Plan priorities. Their main function will be to oversee the development and delivery of all of the Trust’s Annual Business Plan and the annual major projects and programmes each year through effective development and management of the Trust’s Portfolio Management Office. This includes ensuring that it provides comprehensive and well governed support and assurance across all the Trust’s major programmes.

The role involves working closely with divisional and corporate team partners to ensure accuracy and timeliness of programme delivery and reporting which will require both a supportive, coaching approach and ability to provide challenge. This role provides PMO and planning professional management, training and support of any embedded divisional roles.

This post is responsible for the co-ordination and delivery of planning activity across the Trust. This includes supporting the operationalisation of Trust strategy, co-ordinating service line planning, overseeing the business case process and the Annual Business Planning round.

***Preference will be given to internal Trust staff, as well as ‘Priority’ and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***

### Main duties of the job

Within the directorate, working closely with the Divisional Medical Directors, Head of Improvement and Head of Transformation, the post holder will collaboratively pull together major programmes and manage them under a single umbrella and governance structure. They will ensure programmes are aligned and duplication is avoided, built and follow a programme approach underpinned by clear PMO and transformation principles, understand and manage interdependencies along with identifying, deriving and reporting the optimum benefits from our programmes.

A key function will be benefits realisation tracking, calibration and evaluation at a corporate level.

The Head of Planning & PMO will be responsible for managing an integrated approach to the implementation of the Trust’s strategy, along with driving forward collaborative working with other PMOs in the wider health economy and the embedded PMO and projects across corporate (i.e. digital and estates) and in the Divisions.

The Head of Planning and PMO will support the Deputy Director in the development and delivery of the annual planning round with the Divisions including the development of the annual business framework, business planning process and submission and production of the Trust Annual Plan publication.

A key area of focus will be supporting the Trust’s financial recovery programme and ensuring the schemes that form the Trust’s Financial Improvement Programme (FIP) follow process.

- Establish and operate the corporate Portfolio Management Office and processes and its working arrangement with embedded project management process within divisions and corporate areas, negotiating timescales and delivery plans with stakeholders.
- Oversee the development and delivery of all of the Trust’s Annual Business Plan and the annual major projects and programmes each year through effective development and management of the Trust’s portfolio management office.
- Manage the whole lifecycle through to effective closure of a number of programmes relating to the Annual Business Plan and/or where agreed, in line with the Trust strategy ensuring excellent governance throughout.
- Provide PMO and planning line management for the corporate function, in addition to training, professional management and support of any embedded divisional roles.
- Ensure programmes are aligned and duplication is avoided through detailed highly complex analysis, and that these are built and follow a programme approach underpinned by clear PMO and transformation principles: following this analysis, understand and manage interdependencies along with identifying, deriving and reporting the optimum benefits from our programmes.

## Person Specification

### Knowledge

**Essential**

- Extensive demonstrable experience of leading change projects and wider programmes of work.
- Demonstrable experience of delivering complex programmes.
- Experience of NHS business planning and development of annual plans
- Experience of developing strategic plans and overseeing the delegated delivery of strategic frameworks and strategic plans
- Demonstrable experience of interpreting national policy and implementing this through programmes of work.
- Previous demonstrable experience of managing budgets.

### Qualifications

**Essential**

- Educated to master’s degree level or demonstrable equivalent experience
- Relevant Project Management qualification PRINCE 2, MSP or other project management qualification
- Significant experience training / experience in programme management
- Evidence of continuing CPD

### Aptitude & Abilities

**Essential**

- Proven ability to draw complex qualitative and quantitative information from a range of sources and present it in a clear and concise way.
- Proven ability to negotiate on difficult and contentious issues including performance and change.
- Proven ability to effectively plan and think strategically and analyse and resolve problems in a multidisciplinary environment.
- Good analytical skills with an ability to analyse and consider highly complex information and develop a range of options.
