Are you an experienced People leader with the vision and influence to shape workforce strategy in a complex and evolving healthcare environment?

Cwm Taf Morgannwg University Health Board (CTMUHB) is seeking an exceptional Head of People to join our senior People Directorate team. This is a key strategic leadership role responsible for partnering with Care Groups and Corporate services to develop and deliver ambitious people plans that support service transformation, workforce sustainability, which translates to exceptional patient care.

As a trusted advisor to senior operational and clinical leaders, you will provide expert guidance across workforce planning, organisational development (OD), talent management, succession planning, recruitment, retention and organisational change. Working closely with colleagues across People Services, OD, Workforce Planning and other specialist teams, you will play a pivotal role in helping services navigate complex workforce challenges, drive cultural improvement and create a positive employee experience across our organisation of circa 13,000 staff.

### Main duties of the job

As Head of People, working closely with a deputy, you will act as the Strategic People Partner for designated Care Groups and/or Corporate areas, providing visible leadership and expert advice on workforce and organisational development matters.

Leading the development and delivery of workforce strategies and integrated people plans aligned to organisational priorities and transformation programmes.

- Driving workforce planning, talent management, succession planning, recruitment and retention initiatives.
- Supporting senior leaders through organisational change, service redesign and complex people challenges, providing expert advice grounded in employment legislation and best practice.
- Using workforce data, insight and analytics to influence decision-making and identify opportunities to improve workforce productivity, staff experience and service outcomes.
- Leading strategic workforce and OD projects that support innovation, improvement and cultural change.
- Building strong partnerships with clinical, operational and executive leaders, trade union colleagues and external partners to deliver shared workforce objectives.
- Championing the Health Board's values and behaviours and supporting the development of an inclusive, engaged and high performing workforce.

This role offers flexible and hybrid working between home, our head office in Abercynon alongside travel across Health Board sites. ## Person Specification

### Knowledge

**Essential**

- Knowledge of workforce issues and the basic terms and conditions which govern workforce.

**Desirable**

- Knowledge of Primary Care, Integration agenda and appreciation of “Setting the Direction” strategic development within NHS Wales.

### Qualifications

**Essential**

- Educated to Masters level or equivalent skills, knowledge and experience.
- Membership of Chartered Institute of Personnel and Development or working towards attainment.

**Desirable**

- Chartered Fellow of CIPD.

### Welsh language

**Desirable**

- Welsh language speaking/listening skills at Level 3 or above

### Skills and Aptitude

**Essential**

- Effective influencing, negotiating and consultation skills.

**Desirable**

- Effective project management skills.

### Strategic Awareness

**Essential**

- Strategic awareness of UK/NHS Wales issues. Strategic thinking and contextual understanding of NHS Workforce issues.

### Strategic Leadership

**Essential**

- Previous significant experience at middle/senior management level.
- Evidence of strategic workforce change and implementation within a complex environment.

### Workforce & Performance Operations

**Essential**

- Significant experience of workforce and organisational development issues in a large, complex, organisation.
- Proven track record of driving high performance, value and efficiency, through people, systems and processes.
