An exciting opportunity has become available for a Head of Financial Management to join our well established team at Millennium Point.

The successful applicant will be responsible for the delivery of a comprehensive and professional Financial Management service to the Trust, providing timely, high quality, accurate and complex information to Directors, Board Committees, Directorate Managers and Budget Holders

Applicants must be educated to a Degree Level (or equivalent) a CCAB Accounting Qualification along with experience of working at a mid-level within an NHS organisation within a financial management role.

### Job responsibilities

Budgeting and budgetary control

Lead the production, setting, and agreement of the annual budgets with directors, senior managers, and budget holders, for all services within the Trust.

Ensure all financial implications of service developments and changes arising from the negotiation of service agreements/contracts, are incorporated into budgets, and are understood by the directors and budget managers

Manage the Trusts budget reserves and ensure their use is appropriate and correctly authorised.

Ensure a budget audit trail is in place and virement records are maintained. Ensure all changes to recurrent and non-recurrent income and expenditure budgets are updated in Trust plans.

Establish/maintain written procedures, covering key aspects of the budget setting, monitoring and financial control and reporting.

Put in place a rolling programme of finance training for Budget Managers and other staff as directed, to ensure a clear understanding of key finance matters including the budgetary control process, interpreting monthly financial reports, the content and application of Trust standing financial instructions and other key finance/procurement policies and procedures.

Financial Planning

Assist with the development of annual, medium-term, and long-term financial plans, including NHSE provider planning returns.

Polices development and risk assessment

Interpret changing national policy and the financial impact of policy initiatives on the Trust.

As part of the Senior Finance Team lead on the financial risk assessment to ensure the development of a comprehensive assessment of risk across the Trust is available, and efforts are focused on managing those risks.

Take account of conflicting demands and complex facts, to analyse, interpret and evaluate a range of options for service development.

Promote financial accountability at all levels throughout the Trust by ensuring the efficient and effective use of all resources available.

Ensure financial policies and procedures are developed, implemented, and maintained which reflect ongoing working requirements of the Trust and Directorates and ensuring consistency with the Trusts Standing Financial Instructions and other policies and procedures.

Financial and Budget Reporting

Lead the development of financial reporting processes, ensuring internal reporting requirements to the Trust Board and its sub-Committees are met.

Coordinate the monthly financial reporting process ensuring production of the Finance Reporting Pack/presentation for the Trust Board, Executive Management Board, and the Performance Committee.

Ensure monthly financial reports are prepared by the Financial Management team and distributed to budget mangers in an efficient and effective manner in line with an agreed timetable.

Ensure that departures from planned expenditure are investigated and reported and that appropriate action plans put in place to address them.

Establish/maintain written procedures for key month end accruals / accounting adjustments.

Establish/maintain a system to monitor changes in the level of accruals/ accounting adjustments within monthly reports, and to test the reliability/ accuracy of these estimates compared to subsequent actual income/costs.

Establish/maintain procedures for preparing forecasts and for retrospective testing of forecasting accuracy, for the purpose of achieving ongoing improvements.

Establish/maintain an effective system of run-rate reporting/forecasting at directorate, divisional and Trust level.

Monitor and report monthly on levels and movements on Trust provisions.

Cost savings programme and business case development

Support Directors and Budget Mangers in the process of identifying financial/cost improvement programmes

Analyse detailed financial and operational information to develop financial recovery plans, providing support and advice to directorate managers to implement corrective action.

Establish/maintain effective systems for monitoring financial/cost improvement programmes required to deliver the Trusts financial targets

Support budget holders in the development of significant service developments and business cases.

Annual Accounts

Support the production of Annual Accounts and develop management accounts procedures and systems to ensure they integrate with year-end process.

Audit

Coordinate locality responses to internal/external audit reports, and review to ensure that actions are completed within agreed timetables.

Maintaining an effective working relationship with all members of the Financial Directorate, other officers of the Trust, the Integrated Care System, internal and external audit, and members of other NHS bodies to facilitate an effective and efficient service delivery.

Attending operational and staff meetings within the Finance Directorate in order to contribute to the development of the Finance function within the Trust.

Attending Senior Efficiency Group and the Capital and Revenue Investment Group.

Management Responsibilities

Co-ordinating, monitoring and reviewing own activities and work activities of the Trusts Financial Management team, to optimise the use of resources, ensuring that activities of the sections are competed in a professional manner and within agreed timetables that enable the Trust to meet its statutory financial reporting duties.

Recruit, manage and develop a team of staff to provide a professional Financial Management service to the Trust. Establish a succession plan.

Developing the skills and competencies of staff and self through training and development activities and ensuring that progress in maintained and that future needs are identified and actioned through annual staff appraisals

Freedom to Make Decisions

Using expert professional knowledge and skills to identify, analyse, investigate, interpret, forecast, apply, and advise upon highly complex service information on both quantitative and qualitative data. This includes providing reports, advice and recommendations to the Director of Resources, senior managers and directors, and the Trust Board with regards to operational and strategic decisions.

Persuade and advise senior management teams on implications and possible courses of action through formal and informal discussions and presentations by providing highly complex, technical, and sensitive information.

Ability to plan, prioritise, organise, and oversee the workload within the finance team and to deal with the pressures of ensuring that the team meets its continual deadlines. Ability to re-schedule workload when priorities change, and unforeseen deadlines occur.

To make frequent decisions and professional judgements in highly complex and uncertain situations when formulating future financial plans, producing business cases, making negotiating decisions with outside bodies, and advising business units and directorates upon savings plans in order to adapt to changing financial targets and mitigate risks.

To make judgements and decisions with regards to the provision of non-financial information to external bodies including the Trusts commissioners, ICS partners and other bodies such as NHS England.

Supporting development of financial strategy and financial policy for approval by EMB/Trust Board.

Deputising as required for the Deputy Director of Finance

### Experience

**Essential**

- Proven and demonstrated experience of working at a mid-level within an NHS provider organisation within a financial management role.
- Experiencing providing financial advice and support to clinical and non-clinical leaders/managers
- Experience of staff management / team leadership

### Qualifications

- Educated to a Degree Level (or equivalent)
- CCAB (Consultancy Committee of Accountancy Bodies) Accounting Qualification
- Evidence of continuing professional development
- Post graduate qualification (or equivalent experience)
