The Financial Delivery Unit is a corporate programme‑delivery function that provides oversight and assurance for QEH’s cost improvement portfolio. This post plays a pivotal role in supporting financial sustainability and organisational performance.

The Head of Financial Delivery Unit leads the governance, reporting and delivery framework, partnering with clinical divisions and corporate areas to ensure schemes are robust, strategically aligned and delivered with appropriate oversight.

### Main duties of the job

The Financial Delivery Unit is responsible for monitoring and reporting against the Trust’s cost improvement programme (CIP), identifying areas of challenge.

The key functions of the role include:

- Lead the programme on a day-to-day basis in order to monitor, drive and challenge the delivery of the cost improvement programme.
- Establish and maintain strong governance, processes and standardised documentation for all projects and programmes
- Formally review and challenge project documentation and outcomes.
- Capture lessons learnt from previous projects to develop and build organisational knowledge and experience
- Provide progress reports against planned delivery, performance, metrics and agreed milestones to all key stakeholders (internal and external)

### Detailed job description and main responsibilities

The Head of Financial Delivery Unit is accountable to the Financial Improvement Director (FID) and plays a central role in delivering the Trust’s Cost Improvement Programme (CIP). You will provide high‑quality insight and oversight to support the FID in prioritising project deliverables, tracking progress and identifying risks, issues and opportunities across the ever evolving programme.

Working closely with Senior Managers and Divisional Leadership Teams, you will monitor key workstreams, ensure grip on delivery, and help maintain strong governance and assurance. The role also offers the opportunity to collaborate with colleagues across recovery, transformation and wider improvement functions, contributing to Trust‑wide performance and sustainability.

### Aptitude

**Essential**

- Willing to work in a flexible manner as and when required.

- Commitment and drive to deliver and continually improve a patient-centred service.

### Experience

**Essential**

- Programme and/or Project Management experience including the development of project management frameworks, monitoring, and review processes.
- Delivering objectives to timescales and finding innovative solutions to complex problems.
- Proven track record of developing good working relationships with divisional managers, clinicians to engage in delivery of programmes.
- Proven successful planning and organising experience.

**Desirable**

- Working as a Head of Financial Delivery Unit, preferably in an acute Trust.
- Establishing new systems and processes.

### Qualifications

**Essential**

- Educated to Master’s degree level or demonstrable equivalent experience
- Relevant Project Management qualification
- Significant experience/training in programme management
- Computer literacy and able to use relevant IT systems

**Desirable**

- Evidence of continued professional development

### Skills, Abilities and Knowledge

**Essential**

- A comprehensive knowledge of financial management in the NHS.
- A solid understanding of the NHS regulatory framework.
- A strong understanding of good governance processes including good risk management processes.
- An applied knowledge of programme management tools and techniques along with performance management frameworks to deliver results.
