### Job summary

Devon Partnership NHS Trust is seeking an exceptional finance leader to join our senior leadership team as Head of Financial - Strategic. This is a pivotal role with overall responsibility and leadership for the day-to-day strategic direction of the Trusts finance function, supporting the delivery of high-quality mental health, learning disability and neurodiversity services across Devon.

Reporting to the Associate Director of Financial Management, you will lead a motivated and skilled finance team, overseeing contracts performance, costing and the planning functions. You will ensure robust financial governance, high-quality business intelligence and timely, accurate reporting to support effective decision-making at all levels of the organisation.

You will play a key role in shaping and delivering the Trusts annual and longer-term financial plans, driving value for money, productivity and sustainability. While supporting clinical and operational leaders to achieve their objectives. This is an opportunity to influence and lead transformation of financial systems and processes, and make a real difference to the communities we serve.

### Main duties of the job

Working with Service Directors, Clinical Directors and Senior Managers across the Trust, the post holder will provide expert strategic financial support, business planning and contracting advice, supporting the development and delivery of sustainable long-term financial plans, savings and income generation opportunities.

The role will lead the interpretation of benchmarking tools, NHS policy, legislation and national contract requirements to identify efficiencies, planning, service improvement opportunities, risks and benefits for the Trust.

The post holder will play a significant role in contract negotiations and performance review meetings, as both provider and commissioner, and will develop robust contract performance, planning, reporting and monitoring frameworks to ensure value for money, quality and appropriate assurance to commissioners, management and the Trust Board.

The role will establish consistent standards and procedures for contracting and performance management, support statutory NHS returns, line manage the contracts performance, costing and planning functions, and undertake project work as directed by senior finance leaders.

## Person Specification

### Knowledge

**Essential**

- Full understanding of the principles of business planning. Expert knowledge of, and ability to apply and advise others of NHS finance.
- Detailed knowledge of computerised accounting systems, spreadsheet packages and tender systems.
- Detailed knowledge of benchmarking tools available.
- Expert knowledge of NHS targets in so far as they relate to contracting activity.
- Awareness of future developments in the market for Healthcare.
- Detailed knowledge of and ability to apply and advise others of Trust/NHS standing financial instructions, scheme of delegations and other procurement and contracting regulations and procedures.

**Desirable**

- Good working knowledge of Agresso Procurement System.
- Demonstrate evidence of specific expert knowledge in more than one area of the finance function.

### Experience

**Essential**

- Experience of working at a senior level within a large organisation. Knowledge and ability to apply and advise on financial regulations and procedures. Experience of using benchmarking data to drive forward pathway efficiencies and result cash releasing efficiencies.
- Significant experience within NHS function and an understanding of the NHS regulations in relation to contracts.

### Qualifications

**Essential**

- Degree (or equivalent),
- CCAB/CIMA Qualified (or equivalent) / post graduate diploma / masters, or equivalent knowledge or skill gained through experience professional qualification such as fully qualified accountant,

**Desirable**

- Significant experience as a NHS Business Manager
