### JOB SUMMARY

The Head of Diagnostic Services is accountable to the Assistant Director of Cancer and Clinical Services for the leadership and direction of services and staff within diagnostic imaging services (to include Radiology and Neurophysiology). The post holder has overall responsibility for the operational management of the services within their portfolio to include all modalities of radiology within the Trust. Their role is to identify, promote and support the progression of service reform as part of the senior management team within their Division, which will contribute towards the delivery of performance, quality and governance targets.

The post holder will have budgetary responsibility and will be required to maintain financial balance within their area of responsibility.

The post holder will be responsible for the management of complex service contracts, monitoring contractual performance, and working with external providers to deliver quality, performance, and value-for-money objectives.

The post holder will be required to demonstrate leadership skills in the process of change management with a particular focus on clinical engagement to ensure that clinicians are at the forefront of service improvement and innovation.

The post holder will provide managerial leadership for the staff within their service area, promoting multidisciplinary work in order to support the delivery of high quality clinical services for patients.

The post holder will be the Professional Head of Radiography and as such ensure all professional and regulatory aspects are addressed in collaboration with the Trust lead for AHPs through the AHP Forum. This is also a clinical head post therefore the post holder is required to remain clinically competent as may be required to undertake clinical work.

### KEY DUTIES / RESPONSIBILITIES

Service Delivery

Work collaboratively with Clinical directors and clinical leads to provide leadership and direction to staff to support the delivery of corporate, divisional and service level objectives

Be accountable for the effective and efficient operation of services within service area.

Review service provisions defining priorities and objectives in order to maintain and further develop services in collaboration with the Clinical Director and clinical leads.

Undertake mapping of existing services and policies and support the development of action plans for improvement.

Lead service change as required working with key stakeholders to redesign, plan and deliver services to improve patient care pathways in collaboration with the Clinical Director/Clinical leads.

Empower and engage all staff and ensure involvement at all levels to achieve new ways of working and alternative models of service delivery.

Responsible for operational management of all staff including medical staff, ensuring good managerial systems are in place for annual leave, sick leave and appropriate plans in place for replacing staff including short term absences.

Be responsible for the development, implementation and ownership of effective information and communication systems and co-ordinate working practices between staff within your service area.

Work in collaboration with key stakeholders internal and external to the organisation to identify and take forward initiatives that will enhance service delivery and patient experience.

Effectively line-manage staff within your service area.

Respond to patient complaints and ensure that learn lessons are embedded within own service area and wider Trust where relevant.

Recognise, promote and encourage the concept of a holistic hospital system within own service area to support the flow and experience of patients throughout their journey.

Ensure effective implementation and use of information systems.

Responsible for ensuring diagnostic staff across directorates and services are supported in carrying out /accessing continual professional development and are therefore fit for purpose and maintain their HCPC registration and requirements for external regulation.

Contribute to the operation of the Control Room, providing managerial leadership, planning, leading and managing flow activity and capacity.

Contribute to on-call rotas.

Quality & Governance

Lead on the implementation of the Trust Quality Improvement Plan working collaboratively with other members of the senior management team within the division including Clinical Directors and Clinical Leads

Ensure that the needs of the patients and their carer’s are at the core of service delivery

Ensure that practice and service developments are underpinned by the most up to date evidence and research.

Work in partnership with the Clinical Directors and other clinical staff to ensure that the service complies with all professional regulatory and requisite standards and the discharge of statutory functions.

Strategic Planning and Development

Support the Assistant Director with the development of the strategic plan for the delivery of diagnostic Services in line with National, Ministerial and HSC priorities.

Assist with corporate initiatives aimed at cost effectiveness and improving patient flow.

Lead on service transformation, to include innovation and service redesign

Engage with Regional working and diagnostic networks

Delivery of organisational priorities around diagnostic recovery, productivity and performance improvement.

Drive Digital transformation, adoption of new technologies and use of data and analytics to drive service improvement.

Financial and Resource Management

Manage all budgets within scope of responsibility and ensure the meeting of all financial targets.

Develop and promote staff understanding of the financial requirements in order to ensure opportunity to maximise income generation potential in the delivery of services.

Assist with the achievement of cash releasing schemes within the service and overall Division.

Ensure the effective use of equipment and facilities to maximise patient care and services.

Contract Management

Lead the management and performance monitoring of all contracts within the Diagnostic Services portfolio, ensuring compliance with contractual requirements, service specifications and key performance indicators (KPIs)

Develop and maintain effective working relationships with external providers, suppliers, and partner organisations

Monitor contractor performance through regular review meetings, audits, and performance reporting, taking appropriate action where contractual standards are not achieved and ensuring value for money is achieved.

Ensure appropriate governance arrangements are in place for all contracted services, including the identification, escalation, and management of contractual risks.

Contribute to the procurement, mobilisation, and implementation and renewal of new contracts in accordance with Trust regional guidance.

People Management

Provide clear leadership to staff and ensure that highly skilled and motivated staff support the service.

Lead the development and implementation of workforce modernisation initiatives. Such as Advanced practice development,

Lead on Workforce redesign, Succession planning and long-term workforce sustainability

Ensure compliance with employment legislation, HSS directions and Trust standard orders, policies, procedures and regulations by introducing appropriate systems within the Division.

Corporate Management

Assist with Trust’s corporate planning by supporting the Assistant Director.

Develop and maintain working relationships with other Clinical Services Manager colleagues and to ensure achievement of objectives and the effective functioning team.

Establish collaborative relationships and networks with external stakeholders in the public, private and voluntary sectors to ensure the service effectively discharges its functions.

Lead by example in practising the highest standards of conduct in accordance with the Code of Conduct for HSS Managers

Leadership

Provide clear leadership to a diverse range of professional staff both to ensure the provision of high quality services.

Lead the operational management within the service ensuring priorities meet objectives.

Provide leadership to staff to ensure the delivery of patient control service and to enable effective sharing of knowledge, ideas and skills through the development of a culture of continuous improvement.

Ensure all policies translate into practice.

Promote positive working relationships in order to understand the implications of service developments or changes for other parts of the Integrated Maternity, Woman’s Health / Cancer and Clinical Services.

Ensure strong professional leadership to all radiography staff.

Ensure the development of robust mechanisms for consistent communication with staff to enable them to influence the health agenda.

Establish, implement and maintain standards of practice within the service consistent with the standards of the relevant professional bodies.

Monitoring and Reviewing Performance

Be responsible for developing robust performance indicators, translating National indicators/targets into service targets, ensuring monitoring systems are in place.

Be responsible for the performance against the plan, ensuring financial balance is achieved.

Manage inpatient and day case and outpatients access targets (as appropriate) and ensure performance achieves local and national targets.

Review demand and capacity utilising the Real Capacity Model and implement a programme of service changes to match demand and capacity.

Lead on activities to review the effective use of resources and facilities that lead to improved outcomes.

Ensure plans are in place to monitor achievement against corporate objectives, waiting time targets for access, cancer and governance.

Ensure adherence across the service to all Trust policies and procedures and contribute to their formulation as appropriate.

Ensure that robust performance arrangements are development and implemented.

General Management Responsibilities

Ensure the appropriate governance and risk management arrangements are in place for the services you are responsible for and take appropriate action to identify and manage risk and to maintain safety of users, staff and others in accordance with relevant regulations, policies and procedures;

It is essential to ensure that the highest standards of infection prevention and control are maintained to ensure patient and client safety and maintain confidence in the Trust. As a Manager, you must ensure that you implement all instructions/ policy in this area and that all staff are made aware of and fully comply with these.

Where the post holder has responsibility for managing a budget, ensure that

services are managed and developed both in accordance with agreed and funded priorities as set out on a yearly basis and in accordance with Standing Financial Instructions, particularly ensuring your compliance with payroll documentation procedures and timescales;

Ensure the necessary arrangements are in place in regard to the ‘Knowledge and Skills Framework’ outlines, where this applies, for the posts for which you have management responsibility and ensure that each member of staff has an annual development and performance review, a personal development plan and that arrangements are in place to ensure that staff have maximum opportunity to progress through gateways in their pay bands and to contribute effectively towards our objectives;
