About the role

The Identity and Access Management portfolio within NHS England's Technology, Digital and Data Directorate is responsible for operating several nationally significant, mission-critical live services, including Care Identity Services, NHS login and the Data Security and Protection Toolkit, alongside transformation programmes such as NHS Single Sign-On and Transforming People Services Digital Solutions.

This Head of Delivery role is focused on the Transforming People Services Digital Solutions programme. As part of the NHS 10-Year Plan, NHS England has embarked on the Transforming People Services initiative, which aims to modernise Human Resources and Organisational Development (HR & OD) by standardising and digitising routine transactions. This will enable HR and OD professionals to focus on strategic priorities such as employee wellbeing, organisational culture and workforce planning, while delivering amore intuitive and timely service experience for staff.

Transforming People Services Digital Solutions will provide a digital front door and single interface for staff to access HR services. The service will use modern technologies to deliver an AI-enabled digital platform that will support the full employment lifecycle.

### Main duties of the job

Our Heads of Delivery:

Will provide core leadership capability for delivery management.

A Head of Delivery is responsible for leading teams to deliver value across a suite of related products or services within a portfolio in a very complex environment. The post holder may also lead the community of practice for this role and build capability and excellence across the NHS England delivery teams. You will be part of a multi-disciplinary senior leadership team across the portfolio.

In March 2025, the Government announced that NHS England and the Department of Health and Social Care will increasingly merge functions, ultimately leading to NHS England being fully integrated into the department.

All NHS England Head of Delivery personnel must hold Security Clearance level as a minimum.

To meet National Security Vetting requirements, SC clearances require 5 years continuous UK residency. In certain cases, this can be reduced to three years continuous UK residency, with additional overseas checks for the previous two years.

Candidates who were posted abroad for service with HM Government, Armed Forces or within a UK government role - will still be considered.

- Proven ability and supporting experience of successfully delivering a portfolio of digital products and services within a large complex programme environment and across organisational boundaries involving multi-disciplinary teams.

- Expensive experience and ability to manage complex stakeholder networks and expectations at senior levels (to Director level) providing value-adding strategic guidance, insights and input.

- Proven experience of large national contract management methods and the utilisation of effective matrix management techniques.
