### Head of Construction

An exciting opportunity has become available to join the NHS estates capital and transaction team as ProCure Framework Lead and Head of Construction and play a leading role in supporting the effective deployment of the substantial increases in capital investment into the NHS Estate and the mobilisation of the next iteration of the ProCure framework due to go live in 2027. You will lead construction intelligence and advice for the NHS estates team driving quality, efficiency and innovation across the framework and broadly across NHS capital projects.

This vacancy is a key role for the estates and facilities team with an ability to influence construction across the NHS. As Head of Construction you will utilise your expertise to advise on the impact of changes to the construction landscape and strategies and approaches for the NHS to support NHS objectives.

### The ProCure Frameworks

The current P23 and previous P21/P21+/P22 Frameworks are industry leading and award winning, delivering more than £18bn of NHS Capital Projects since 2002. All ProCure projects are predicated on NEC contracts. With your help, ProCure24 will excel and develop and achieve further recognition supporting the delivery of the next generation of capital investment across the NHS making a step change in the NHS estate.

ProCure24 will succeed the current framework in spring 2027, becoming the 5th generation of ProCure Frameworks, taking it into its 3rd decade of provision.

### Main duties of the job

### The Key Objectives of the NHSE Estates and Facilities Team

The aim is to ensure the provision of a clean, safe, and suitable estate and patient environment within the healthcare system. In relation to estate matters, the team’s key responsibility is to design the system strategy, set policy, ensure system wide delivery and accountability to Parliament.

To support the effective delivery of the significant capital investment increase in the Estates and Facilities Team at NHS England.

The team has significant areas of accountability with several institutional relationships; some rooted in statutory and other requirements of the healthcare system; in particular:

- The NHS Constitution England (2015) Patient and Public right ‘…You have the right to be cared for in a clean, safe, secure and suitable environment’.
- Statutory healthcare regulations requirement that, ‘…service users are protected against the risks associated with unsafe and unsuitable premises.
- Productivity and Efficiency Management Recommendations for the NHS.
- Net zero.
- Delivery and assurance of capital investment.

This is an exciting time for NHS construction with significant increases in capital secured via the spending review moving into delivery, a longer term funding settlement and the recent publication of the NHS capital plan alongside the launch of ProCure 24/CWAS3.

### Detailed job description and main responsibilities

### The Position

We require a motivated individual to join our small specialist team. We need someone who:

- Displays leadership, vision, strategic thinking and planning with highly developed political skills.
- A self-starter keen to make a difference, quickly able to build relationships and capable of working within a complex landscape.
- Has broad construction and commercial knowledge and experience with a track record of delivery.
- Able to quickly distil information and data and identify key points and communicate this effectively.
- Is a team player also experienced in leading and developing a team.
- Values diversity and difference; operates with integrity and openness.
- Is proficient and experienced with NEC contracts.

This is an excellent opportunity to make a real difference across the NHS at a national level. Post location is flexible however it will require travel as and when required across England to support Regional and National Teams as well as NHS Trusts undertaking Capital Investment Projects.

Important: Please be aware there are residency requirements you need to meet:

All NHS England Head of Construction personnel must hold SC level as a minimum.

To meet National Security Vetting requirements, SC clearances require 5 years continuous UK residency. In certain cases, this can be reduced to three years continuous UK residency, with additional overseas checks for the previous two years.

Candidates who were posted abroad for service with HM Government, Armed Forces or within a UK government role - will still be considered.

Please make sure you meet these requirements before applying for this role.

You don’t need to have SC already, however, failure to achieve the requirements for SC after offer, will result in the job offer being withdrawn.

- Excellent experience of design and construction process across the full spectrum of project complexity, especially for NHS buildings
- Knowledge and experience with NEC3 and NEC4 construction contracts, especially options A, C and ECSC
- Good knowledge of design and construction efficiency techniques, such as repeatability, standardisation, and modern methods of construction
- Good knowledge of public sector business case process and procedure
- Knowledge of public sector procurement and regulation
- Subject matter expertise across a number of key areas relating to: Very Strong experience of delivering construction projects across a range of complexities and value
- Experience of encouraging/identifying innovations through to delivery
- Experience of supplier and stakeholder management and ensuring performance and improvement
- Strong experience of supporting budget holders to ensure the successful delivery of strategic and programme driven activities.
- Proven and significant leadership experience and/or formal management qualification
- Evidence of post qualifying and continuing professional development
