The Freedom to Speak Up Officer will be a visible, approachable, and confident ambassador for the Freedom to Speak Up agenda across the Trust. This is a role for someone who thrives on connecting with people, whether through one‑to‑one conversations or by presenting to small or large groups, delivering huddles, briefings, and awareness sessions that strengthen staff understanding of how to speak up safely.

As a trusted point of contact, the Officer will ensure workers feel heard, supported, and protected, handling concerns with absolute confidentiality and complete impartiality. They will help staff navigate the right routes for raising issues, offering calm, balanced guidance at moments when people may feel vulnerable or unsure.

The postholder will also play a key part in increasing the visibility and accessibility of Freedom to Speak Up across both operational and corporate areas. By building relationships, being present in teams, and promoting early resolution, they will help embed a culture of openness, psychological safety, and fairness—a culture where speaking up is welcomed and acted upon.

### Main duties of the job

- FTSU Communications — Lead Freedom to Speak Up communications and maintain clear, consistent key messages with the Communications team.
- Staff Engagement — Gather staff views, promote awareness, and ensure speaking‑up processes meet workers’ needs.
- Ambassador & National Network Support — Coordinate FTSU Ambassador, act as an escalation point, and support national engagement with the National Guardian’s Office.
- First Point of Contact — Provide impartial advice to staff raising concerns, including logging, signposting, and agreed case‑management tasks.
- Presentations & Visibility — Deliver presentations, huddles, and briefings to groups of all sizes and maintain strong visibility across operational areas.
- Reporting & Analysis — Produce regular reports, analyse trends, identify themes, and highlight learning across the Trust.
- Policy & Procedure Support — Assist with FTSU policy development and ensure procedures remain fit for purpose.
- Culture & Early Resolution — Promote openness, honesty, psychological safety, and encourage early resolution through local management teams.
- Risk & Learning Identification — Identify risks, extract lessons from concerns (including anonymous ones), and share learning with relevant departments.
- Collaboration & Compliance — Work with union representatives where needed and ensure compliance with national guidance and recommendations.

## Person Specification

### Knowledge

**Essential**

- Exceptional communications skills (including producing excellent written information which is tailored to the needs of the audience and presenting information to large staff groups)
- To demonstrably show visibility and to log any concerns raised by staff and escalate as appropriate. This will include an element of case management.
- Ability to analyse information and statistics to produce clear, sound, accurate and reasoned findings, reports, conclusions and recommendations

### Experience

**Essential**

- Understanding the practical operation of key processes in relation to the role including raising concerns, incident reporting, HR processes, appraisal, supervision and training
- Knowledge and experience of managing complex relationships
- Significant Experience of previously handling and raising concerns

### Qualifications

**Essential**

- Has a broad knowledge of national policy in relation to the Freedom to Speak Up agenda
