### Job overview

To support the Finance Business Partner to deride and recharge the Trust’s Overseas and (NCA) Non Commissioned Activity.

To provide timely and accurate management information to the Trust’s budget holders and senior management ensuring that the data is understood and used by non-finance managers allowing them to meet their own performance targets.

### Main duties of the job

- Analyse the Trust patient activity and derive the Overseas and Non Commissioned Activity (NCA)/Cross Boundary Flow (XBF).
- Prepare the monthly trust accounts in line with requirements as set out by the Deputy Directors of Financial Services and Operational Finance
- Provide monthly PID data re NCA/XBD to the relevant stakeholders.
- Assisting the Finance Business Partner in the costing of business cases and service developments and service line reporting.
- Completion of ad hoc financial analyses to support the Financial Management function of the Trust.
- Support the financial systems & the management accounting teams to enable the timely and accurate provision of financial information to budget holders and the Trust board.
- To be the financial systems expert for the financial management department, and to develop and support reporting within the Department. This includes a training role for the financial systems used by the teams.

### Detailed job description and main responsibilities

Key Responsibilities:

- Analyse the Trust patient activity and derive the Overseas and Non Commissioned Activity (NCA)/Cross Boundary Flow (XBF).
- Prepare the monthly trust accounts in line with requirements as set out by the Deputy Directors of Financial Services and Operational Finance
- Provide monthly PID data re NCA/XBD to the relevant stakeholders.
- Assisting the Finance Business Partner in the costing of business cases and service developments and service line reporting.
- Completion of ad hoc financial analyses to support the Financial Management function of the Trust.
- Support the financial systems & the management accounting teams to enable the timely and accurate provision of financial information to budget holders and the Trust board.
- To be the financial systems expert for the financial management department, and to develop and support reporting within the Department. This includes a training role for the financial systems used by the teams.
- To deputise in the Finance Business Partner’s absence and provide reciprocal cover for the other Financial Analyst in his/her absence.
- Investigating and analysing variances from budget and reporting and explaining these to budget holders and other senior managers.
- Maintain adequate records for audit purposes.
- Ensure the budget is kept updated for alterations throughout the year in line with budget rules and Standing Financial Instructions.
- Work through complex financial and non-financial workloads with minimal supervision or support
- To manage stakeholder expectations and satisfaction, engaging with a range of internal and external customers with different backgrounds and sometimes competing objectives
- Assisting in other ad-hoc financial exercises as required.
- Undertake any other duties applicable to the grade/post as required.
- This post involves the use of display screen equipment as a significant part of normal works and the job holder will be a user as defined in the Health & Safety Policy on work with DSE.

Personal Specification:

- Qualifications
- Essential Requirements
AAT qualified or at management level for CIMA (50% completion) or at least 50% of exams completed for ACCA (skills level) or 50% complete CIPFA or ACA.
A detailed understanding of finance & accounting procedures with some understanding of its application within an NHS environment 
Sound intellectual skills with a general education to degree level or equivalent 
Evidence of continuous personal and professional development | Desirable Requirements

An excellent knowledge of Non-Commissioning Activity, Responsible Commissioning and Overseas guidelines is required.
Experience of establishing patient’s responsible commissioners.
Knowledge of calculating monthly accruals and deferred income
Experience of using and developing complex financial management systems 
Experience of working to tight deadlines, within a highly pressured change orientated environment 
Experience of interpreting and reporting of financial data.
 
Experience of maintaining financial systems and procedures (IT or otherwise). | Desirable Requirements
Experience of pricing and costing clinical services in an NHS Trust.
Experience of working in a Financial Management background and of analysing/interpreting variances from budgets.
 
Presentation of financial information to a range of stakeholders, including senior management

- Essential Requirements
Good supervisory and leadership skills as at times this post holder might be responsible for supervising and training a Trainee Accountant whilst meeting deadlines and competing priorities. 
Able to express complex and technical issues, both orally and in writing in an easily understood and persuasive manner for a range of audiences 
Well-developed skills in analysing and evaluating complex data and information 
Excellent spreadsheet skills (Excel) and good general PC skills. 
Experience of finance software. 
Able to use judgement, experience and knowledge to analyse variances and trends 
Able to establish credibility and good relationships with internal management and staff including finance and non-finance managers, clinicians, nurses and other professionals.
Good communication skills and able to influence, persuade and negotiate 
The postholder will be required to spend prolonged period of time at a desk and is required to use a PC/VDU almost continually on most days 
 Able to work with minimal supervision and manage and prioritise own workload under competing objectives, and concentrate for long periods of time to produce regular reports to tight deadlines.
