### JOB SUMMARY

The post holder will assist the Band 6 Finance Officer in the provision of an effective and efficient Financial Services function to including General Ledger, Systems Administration and the management of the systems and staff within the department.

The Officer will be responsible for the organisation and control of a block of work involving the resolution of problems by analysis and experience.

The postholder will deputise for the Band 6 Finance Officer as and when required.

### KEY DUTIES / RESPONSIBILITIES

Responsible for day-to-day management of the General Ledger and Systems Administration.

This will involve assisting with setting, overseeing, delegating and reviewing work packages for the teams to ensure successful delivery of service functions.

The postholder will be fully supported by Band 6 Finance Officer but will work largely on own initiative on day-to-day operational issues.

Liaison with a range of stakeholders both internal and external to the HSC including staff, Leasing Companies, Internal / External Audit, other HSC representatives.

Assist with developing, reviewing and implementing policies and processes to ensure a robust Financial Control Framework exists across the Trust.

Provide advice and guidance in relation to complex cases and deal with difficult complaints within areas of work.

Support performance improvement by reviewing and amending processes to reflect lessons learned and provide training to staff / managers to reduce risk of errors in future. Communicating any necessary changes in practice to all required.

Responsible for the day-to-day administration and maintenance of the General Ledger and Systems Administration. Assisting & participating in regional testing and HSC approval of SSC submitted change requests, providing comments and recommendations where necessary.

Lead on performance improvements in relation to Prompt Payment compliance within SET, regular monitoring and reviewing Invoice Register. Investigating and resolving issues as required. Regular liaising with SSC AP to monitor / challenge performance / progress.

Deputise for the Band 6 Finance Officer, when necessary, at Regional Coding Groups (RICG HRPTS & Efin).

To ensure compliance with Standing Financial Instructions, professional standards, government accounting and treasury and departmental guidance in the use and deployment of public funds.

Ensuring monthly timetable is drafted shared and adhered to.

Ensure timely preparation of block of control accounts under own control for review / sign off by Band 6.

Timely review & sign off of control accounts delegated to team.

Assisting with drafting / investigating all complaint / FOI / AQ responses for Senior Management review / sign off.

Verify, validate and scrutinise all data within sections, to ensure accurate financial information is available for decision making purposes across the Trust and Public money is appropriately safeguarded.

Work closely with end users of to ensure all clients, managers and staff are well informed of their responsibilities relating to relevant sections to ensure information is processed correctly and in a timely manner. This will require working with stakeholders from both financial and non-financial backgrounds.

Running various reports to monitor / validate / review and scrutinise expenditure & activity. Highlighting any concerns / inaccuracies or inconsistencies to Band 6 Finance Officer in a timely manner.

Providing an understanding, professional environment for staff to escalate issues and concerns. Ensuring timely investigation and resolution of said issues.

Assist with the preparation of the annual accounts in accordance with the DOH’s Manual of Account.

Assist with review and monitoring of PSSC performance against KPI’s.

Assist and support Band 6 Financial Officer, with additional work streams as and when required.

Deputise for Band 6 Finance Officer as and when required at BSO / Trust operational meetings.

Support own staff in day-to-day operations, ensuring they are effectively trained and able to discharge their daily duties. Making them aware of any system / legislative changes and the impact of these on sections.

Regular support and supervision with Band 4s.

Day to day management of team’s annual leave and sick leave in line with Trusts Policies.

To ensure all staff under control have annual KSF, and file necessary returns.

### Collaborative Working Responsibilities

Where necessary the post holder will be responsible for working with a range of stakeholders across the HSC to refine processes which will improve efficiencies and realise the benefits of both the Efinancials (Efin) and Human Resources Payroll Travel Subsistence (HRPTS) system.

Where necessary work closely with other HSC colleagues within regional working groups relevant to own sections to build effective working relationships and drive efficiencies / necessary improvements in all systems.

Assist the Band 6 Finance Officer in providing support to the Finance Directorate & Internal Teams to trouble shoot, investigate and resolve issues / errors. Taking timely corrective action where necessary.

### Governance and Service Improvement Responsibilities

Developing and implementing appropriate controls and processes within sections. Reviewing and updating of these as and when necessary for continuous improvement.

Ensure these are promulgated and adhered to by all relevant staff

Administration / day to day operation of the Financial Systems within sections. As systems administrator, ensure that prescribed procedures and controls are adhered to in the day-to-day operation of the sections and that appropriate records are retained in an orderly fashion and that there is an adequate audit trail.

Assist the Band 6 in ensuring that any Internal or External audit recommendations in respect of sections is considered and where agreed, implemented.

Contribute to the Trusts overall corporate governance processes to ensure its compliance with public sector values and codes of conduct, operations and accountability.

To be responsible for the performance management and professional development of staff and contribute to continuous improvement within sections.

To participate as required in the selection and appointment of staff to the section in accordance with procedures laid down by the Trust.
