### Job summary

NHS South Yorkshire Integrated Care Board is seeking an experienced and motivated Finance Manager and Business Partner to join our finance team. This is an important role within the finance directorate, supporting the delivery of robust financial management, budgetary control, financial planning and reporting across a designated portfolio of budgets and contracts. Working as part of a professional and supportive team, you will provide high-quality financial advice and analysis to budget holders, commissioning colleagues and contracting leads, helping to ensure resources are used effectively and services are commissioned in line with the ICB's strategic priorities.

### Main duties of the job

As a Finance Manager and Business Partner, you will lead the production of month-end reporting for your portfolio, including forecasting, planning and analysis of complex trends. You will support budget setting, contribute to annual and medium-term financial planning, and help prepare information for statutory financial returns, annual accounts, NHS England monthly returns, FOIs and other key reporting requirements. The role will involve interpreting complex financial information, investigating variances, identifying risks and opportunities, and presenting clear and timely advice to finance and non-finance colleagues.

This is also a business partnering role, working closely with colleagues across the ICB in a matrixed environment to support transformation, value for money and financial sustainability. Depending on portfolio allocation, the role may include areas such as healthcare contracting, individual placements and continuing healthcare, primary care and prescribing, corporate budgets, financial services, capital or estates. You will have the opportunity to support pathway design, contract monitoring, activity modelling, efficiency planning, forecasting and the development of improved financial systems, processes and reporting tools.

- High level communication skills will be required to engage both NHS Senior Managers and Senior Managers from other organisations in highly complex service development and potentially contentious change issues
- Able to develop and deliver formal, complex financial presentations to large groups of (often senior) non-finance managers and conveys financial concepts clearly and persuasively.
- Able to analyse highly complex problems relating to business case production and analysis; multiplicity of targets/objectives and makes judgements regarding allocation of finances.
- Able to make judgements on financial decisions and financial risk where there is no precedent and where other leading opinions may conflict.
- Able to plans projects which impact across the department & the organisation; delivery of accounting, financial services over the financial year for own area; prepare plans for financial and people aspects of service provision; contribute to medium term financial strategy.
- Able to negotiate and exercise diplomacy in achieving CCG objectives.
- Able to develop business plans and strategies for finance which will impact across the contracting portfolio.
