EMAS is pleased to announce an exciting opportunity for the post of EPRR Manager for EOC. The role is diverse, complex, and challenging, that includes a mixture of planning and organising, developing and maintaining close working relationships both internally and externally, together with fulfilling the role of expert advisor on all aspects of EPRR.

The successful candidate will review the current EOC processes for responding to critical incidents, working closely with the EPRR team.

This role is suitable for applicants who have the essential skills detailed with the job description. The position will have full leadership and development support from the Head of EPRR,  not with standing the autonomy expected and afforded to the role.

### Main duties of the job

Ensuring the East Midlands Ambulance Service can effectively manage “an event or situation which threatens serious damage to human welfare in a place in the UK, or war or terrorism which threatens serious damage to the security of the UK” as stated in the Civil Contingencies Act

To ensure EOC is compliant with all applicable EPRR doctrine and contractual standards and can evidence this through robust governance procedures.

To fulfil the role of expert advisor for EOC, and the Trust, in all aspects of EPRR including CBRN preparedness and response as part of the EPRR Team.

To prepare, develop, test and evaluate plans for specific threats and events as identified by the Trust or local community risk registers with a particular focus on EOC response.

To actively participate in multi-agency forums to ensure that there are robust arrangements in place that enable the efficient and effective ambulance service response in the event of a specialist or major incident, including event planning.

To develop training plans and education for EOC as a response to the recommendations within the Manchester arena inquiry to ensure all EOC commanders are competent to perform their role.

### Detailed job description and main responsibilities

To prepare, implement, test and evaluate the Emergency plans for East Midlands Ambulance Service NHS Trust. Ensuring that the Trust Major Incident Plan and other key plans are compatible with other health and Emergency service plans and meets the statutory requirements of the Civil Contingencies Act 2004.

To plan and co-ordinate multi-agency exercises to enable the Trust to test its emergency plans and associated procedures.

To assess the risks associated with public events occurring within or impacting upon the Trust area and to contribute to the licensing arrangements where appropriate. Evaluate and plan for any special medical arrangements required.

Produce and update site-specific plans in accordance with national and statutory requirements.

Represent the Trust at multi-agency EPRR meetings as required.

Prepare and propose updates to any Trust plan to ensure the Trust remains compliant with relevant legislation and EPRR best practice.

Participate in the EPRR NILO on-call rota to provide specialist support and advice to incident commanders in the event of major or specialist incidents.

Produce and update site specific plans in line with CIMAH and COMAH regulations.

## Person Specification

### Knowledge

**Essential**

- High level of interpersonal skills including the ability to influence, support, develop and appraise staff
- Knowledge of the Civil Contingencies Act 2004
- Excellent communication skills – written and verbal
- Effective problem solving and decision-making
- High level of analytical skills
- Information technology competent

**Desirable**

- Up to date knowledge and experience of using CAD system
- Knowledge of 999 triage systems

### Experience

**Essential**

- Experience of preparing and writing reports
- Thorough knowledge of current best practice and emerging threats including standards such as ISO 22301
- Experience of working within an EOC environment
- Experience of working under pressure
- Proven experience in dealing with complex issues

**Desirable**

- Experience of working in a multi-disciplinary and multi-agency environment
- Experience of presenting to multi-disciplinary audiences
- Experience of development and management of Service Level Agreements including methods and techniques for reporting and managing progress against plan

### Qualifications

**Essential**

- Educated to a Degree level or equivalent experience
- Qualified / willing to undertake Diploma in Health Emergency Preparedness, Resilience and Response
- Qualified / willing to undertake training to become a NILO

**Desirable**

- Experience of CBRN and other specialised ambulance working or activities
- NHS management qualification
