### Job overview

The EDM Programme Manager will be responsible for a highly complex programme of work relating to the implementation of the Trust EDM system across both Acute and Community services throughout the Trust. This includes analysing business requirements, developing business cases, specifying hardware and software requirements, leading procurement, planning implementation, and ensuring service and business benefits are realised.

### Main duties of the job

Lead several EDM work-streams and ensure that the programme deliverables and timescales are consistent with, and fully support, service requirements and changes.  They will work with the Senior Management Group to implement EDM as part of the EPIC Programme and ensure that the benefits of the investment are realised by providing appropriate support and change programmes.

### Detailed job description and main responsibilities

- Management of interdependencies with other systems and projects, the identification of risks and issues and their effective management, ensuring that existing systems continue to meet the Trust business and clinical requirements.
- Provide highly specialist expertise and advice relating to IT and specifically EDM application systems deployment within the Trust and will be able to communicate complex IT issues to a wide range of staff across the Trust.
- Lead several EDM work-streams and ensure that the programme deliverables and timescales are consistent with, and fully support, service requirements and changes.  He/she will work with the Senior Management Group to implement EDM and ensure that the benefits of the investment are realised by providing appropriate support and change programmes.
- Lead the development of a methodology for system process redesign, ensuring that it is integrated with the Trust’s clinical and operational service delivery programme. The outputs will lead to the identification and prioritisation of the EDM programme that will add best-value to the Trust’s operations and service redesign objectives.
- Responsible for managing the assessment of new and emerging technologies, modules and solutions that will enhance patient care across the Trust.
- Work with managers, clinicians and operational staff to ensure wide understanding of, and commitment to the programme and appropriate participation in the associated IT programmes, communicating highly complex issues to large groups of staff. Work with the Trust Information Governance Leads to ensure the integrity of new systems and system developments complying with the Trust’s systems throughout any development and upgrade cycles and maintain compliance with existing policies and procedures.
- Responsible for developing project change control procedures and ensurethat effective change control procedures and documentation are implemented and monitored.
- Responsible for updating the IT Corporate Risk register.
- Deputise for the Associate Director IT Programmes as and when required

## Person Specification

### Knowledge

**Essential**

- Senior management experience in developing and implementing business plans built on sound informatics strategy and financial information
- Knowledge and experience of large System deployment within a healthcare environment.
- A track record of delivery within budgets and to deadlines in emergent situations where change is a constant characteristic
- Significant senior experience managing an informatics service in a large and complex public sector organisation.
- High level understanding of NHS information requirements.
- Successful track record of delivering a programme of substantial and sustained improvement in business operations linked to IT systems.
- Considerable experience gained in an information-rich environment, where the information has been used to drive and empower decision making in a commissioning environment (or equivalent)
- Track record of innovation with an ability to inspire and lead the implementation of change.
- Significant experience of managing client relationships at all levels
- Ability to supervise staff
- Excellent knowledge of the Freedom of Information Act and Data Protection Act, Computer Misuse Act and Caldicot.
- High level of knowledge of Information Governance and related statutory changes and initiatives concerning the NHS.
- Proven knowledge of designing and managing highly secure systems.
- Exhibits strong business acumen, a focus on service delivery management.
- Project plans, manages and controls to budget and time
- Excellent problem solving and high level negotiation skills

### Experience

### Qualifications and Training

**Essential**

- Degree or substantial equivalent experience
- Post Graduate Qualification or significant relevant experience in a large complex organisation.
- Masters degree or significant relevant experience in a large complex NHS organisation.
- PRINCE2 Practitioner
- Managing Successful Programmes (MSP Practitioner) or significant relevant experience
- Evidence of continual professional development

**Desirable**

- IT related degree
- ITIL Foundation accreditation
